ROLL CALL: Present: Councilmen Brown;, Myers, Penry, and Mayor Woodson. Absent: Councilmen Deiss, King, and 'Seidell. ` READING OF THE JOURNAL: The minutes of the last regular meeting of May 5th, 1947, were read and approved.as recorded. REPORTS OF OFFICERS: The monthly report of the Librarian was read and filed. `The Auditor reported the apportionment.of the sum of $58,246.97 from the Unapportioned Fund to the various funds entitled thereto. REPORTS OF.STANDING COMMITTEES: .The Finance Committee submitted its report; whereupon Resolution #5940 C.S. introduced by Councilman Myers, seconded by Councilman Brown, directing the Auditor to draw,warrants (Nos. 2930 to 3088.1nclusive) against various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 4 affirmative votes, 3 absentees. PETITIONS AND COIXUN ICAT IONS Request for Addressograph Request from the City Clerk and Auditor that an Addressograph and Graph -o -type be.purchased for use in the offices of the Auditor, Assessor, and Tax Collector, in order that the typing of the assessment roll, assessment lists, tax bills, licenses, and sales tax returns might be handled more rapidly and e €ficiently read, filed,. and referred to the Finance Committee for investigation. Claims for sewer repair - Ray Emenegger -: Copy of a letter written by the City Attorney to Mr. Ray Emenegger,•re bills for services performed in the repair of a sewer on his property, stating that the City is, not responsible for any defects in the work, and suggesting that if-the damages were caused by the State Highway Department that reimbursement be sought from that department, read and-filed. Request for $750. toward summer recreation program: Communication from the Petaluma Youth Council requesting the sum of $750. for a summer recreat om program for the coming summer, read, filed, and referred to the Finance Committee for investigation. INTRODUCTION OF ORDINANCES': Sales Tax exemption --utilities Ordinance No. 625 C.S, introduced by Councilman Myers, seconded by Councilman Brown',. entitled, "AN ORDINANCE -OF THE CITY OF PETALUMA AMENDING SECTIONS 6009 and 6009°1 OF'ORDINANCE N0.616 C.S ENTITLED, "AN ORDINANCE OF THE CITY OF PETALUMA PROPOSING A SALES TAX AND A USE TAX FOR THE PRIVILEGE OF SELLING TANGIBLE PERSONAL PROPERTY RETAIL;'PRDVIDING FOR PERMITS TO RETAILERS; PROVIDING FOR THE COLLECTION AND PAYING OF SUCH TAXES; AND PRESCRIBING PENALTIES FOR VIOLATIONS OF THE PROVISIONS HEREOF", AND.REPEALING ORDINANCE NO. 619 C.S. was read, approved by the City Attorney, and Resolution x#5941 C.S. introduced by Councilman Myers, seconded by Councilman Brown, directing that said ordinance be published, adopted by 4 affirmative votes, 3 absentees. Sale of Ford Truck - Park. Dept: Ordinance No. 626 C.S. introduced by Councilman. "Brew seconded by Councilman Myers,. " AN ORDINANCE OF THE CITY OF PETALUIVIA PROVIDING FOR TILF SALE OF .A 1930:MODEL FORD FLAT BED TRUCK UNFIT AND UNNECESSARY FOR THE USE OF THE CITY." was read, approved by the City Attorney, and Resolution ##5942 C.S. introduced by Councilman Brown, seconded by Councilman Myers, directing that said Ordinance be posted,, adopted by 4 affirmative votes, 3 absentees. NEW BUS'IN ESS Donation of X50. to United Spanish War Vets: Resolution #5943 C.S. introduced by Councilman Penry, seconded by Councilman Brown, donating the sum of $50. tolthe United Spanish American War Veterans for the promotion of the Memorial Day Services in this City on May 30th, adopted by 4 affirmative votes, 3 absentees. 112 Transfer of funds: Resolution #5944 C.S. introduced by Councilman Myers., seconded by Councilman Brown, directing - the Auditor and Treasurer to make certain transfers of funds,. adopted by 4 affirmative votes, 3 absentees.` Broadcasting Permit - 4th. Dist. Fair: Resolution x#5945 C.S. introduced by Councilman Penry,•seconded by Councilman Brown, authorizing and permitting the 4th Dist,: Agricultural Assc: to use a loud - speaking or broadcasting device in connection with its fair and exhibition on July 24th, 25th, 26th, and 27th, adopted by 4 affirmative votes, 3 absentees,. Termination of Agreement with Utilities company re-air raid sirens: Resolution ##5946 C.S. introduced by Councilman Penry, seconded by Councilman Brown ratifying,_ and approving the termination agreement "between Pacific Gas & TIec. Co. Pac. Tel. & Tel. Co., and City of Petaluma re use of wires, poles, etc. for installation,maintenance,etc. of air -t warning sirens, adopted by 4 affirmative votes, absentees. "Agreement of Partial Concellation of Contract with.The McNear Co for use of surplus liquid effluent from the Sewage Treatment_ Co,!' Resolutioh #5947-C.S.. introduced by Councilman Brown, seconded by Councilman Myers, accepting the agreement entitled, "Agreement of Partial Cancellation of Contract;" pertaining to the use by the McN Company of surplus liquid effluent from the sewage treatment plant, be cancelled.,-nullified and eliminated from said agreement, adopted by 4 affirmative votes, 3 absentees. Agreement with Laemmle Tanning Co. for dumping dredging spoils on,land: Resolution ##591,8 C.S. introduced by Councilman Peary, seconded by Councilman Brown, providing that the City enter into an Agreement with Laemmle Tanning Company, dated. May 19th, 1947, providing for the construction and maintenance of drainage ditches on and across the land of said company in consideration for_the` agreement by the City to construct levees and spillways around said property and the dumping of dredgings spoils therein•, adopted by 4 affirmative votes, 3 absentees. Dredging Project: In connection with the current dredging project, the City Clerk reported the receipt of a permit and license from The McNear Company to permit the laying of'a pipeline from the dredger across the lands of The McNear Co. The City Engineer reported that-the levee being constructed by Huntington & Huntington will be completed by Friday of this week, He also reported that the,dredger plans to start work from the Haystacks Landing up to the Railroad Drawbridge and the - spoils therefrom dumped on the lands of Mr. Chas.' °Walls; the dredging from there to the `foot of' Western Avenue to be dumped on the lands of the Laemmle Tanning Company - and that from the foot of Western. Avenue to the °head of navigation to be- dumped on the Wagner property, where it will be necessary to re- construct the spillway and bulldoze a few holes. The City Engineer was authorized to proceed with the work necessary on the Wagner property, which is estimated to cost approximately $350. The City Engineer also reported that the pipe line for the dredgings to the Laemmle property will-be-laid across the lands of the Petaluma and Santa Rosa Railway north of G Street, instead of across the lands leased- by Laban Perry, thereby saving the City of Petaluma the $100, fee asked by Mr. Perry, Cherry 'Valley: Progress was reported in the matter of providing fire protection,. lighting and sewer lines 'for the Cherry Valley District, Councilman Peary suggesting that the sanitation problem would probably be eligible for matching State Funds:. The Engineer was directed to proceed with plans grades, etc. for said protect. Radio Equipment: Mr. L. 0:. Showalter, Radio Technician, submitted specifications for the acquisition of new radio .equipment for the Police'Dept. The matter was referred to the City Attorney for the preparation of an ordinance calling forbids for said equipment. Councilman Brown reported that the Firiance Committee has approved this acquisition. 1 1 Payran & Madison drainage problem: Mr. Geo.- Lash addressed the Council protesting the condition of the intersection of'Payran and Madison Streets claiming that water doe not clrain,propery from that area but backs up and forms a pool of stagnant water. The matter was discussed and left in the hands of the Street Committee and City Engineer for further investigation.
