ROLL CALL: esent: Councilmen Deiss, Minogue, 114yers, Seidell, Shoemaker, and mayor Woodson -. Absent: Councilman Kingo (Entered meeting later.) READING, OF THE JOURNAL e minuEes 317the last regular meeting of August.4,_1947, were read and approved as recorded. REPORTS OFFICERS: `Tentative map - Madison Square #3. -The"Clerk reported the - filing of the tentative map of Madison Square' #3. Relating to sub- division maps, City Attorney Karl Brooks shat - ed that such maps can be filed with the advisory agency of a City, such as the Planning Commission, or be approved or rejected by the Gty.Council as a whole. However, he further stated that under the present Zoning.-Ordinance the Planning'Commission is not delegated to inspect such sub - division maps and if the Planning Commission is to inues.ti.gate and report on this map, the ordinance should be amended to so specify that duty, or a resolution should be adopted specifying that that'is a duty of the Commission. No action taken. Bridget-St. bridge project,: Specifications for ` the construction of the Bridge St. bridge were, submitted by 'Engineer -. Seage and returned to Mr. Seage for revision in 'Order to eliminate provisions relating to the maintenance of traffic during` - construction. REPORT OF CLAIMS ALLOWED: The, Clerk reported the list of claims allowed and approved by the, City"Manager,' whereupon Resolution #17 N' C,.S. :introduced by Councilman Myers, seconded by Councilman Shoemaker, directing the Auditor to draw warrants (Nos. 284 to 436 inclusive) agains;t,the various City Funds in payment - of claims allowed and, approved "by the City Manager, adopted by 6 affirmative votes, 1 absentee. Resignation of Judge John Keller: Communication.from Police Judge John Keller, tendering his resignation to become effective August 31.. 1947 read.,, filed; and following a report from the.City Manager.tb the effect that Judge Keller had agreed to remain in office until a satisfactory successor could be appointed go his office, laid on the table f or consideration. NL*' BU'S INESS Budg 'estimates to filed - by Aug 22., 1947. q Resolution #19 NX.S. introduced by CountilmanSeidell, seconded by Councilman Minogue., fixing the 22nd day of August as the day on'or bef'ore'-which the head Of departments, offices, etc. shall sent to the City Manager a careful estimate of the amounts required for the proper.conduct of their respective departments ,during -the fiscal year 1,947-48., and fixing the 28th day of August,.,, 1947, as the day on - or before -which the .,City Manager shall submit to the Council his tentative .bUdget for the same fiscal year adopted by 7 affirmative . votes . 11 I 133 Radio equipment bid: No action was taken on the acceptance of the bid for furnishing police radio equipment, it having been pointed out by -the City Attorney that no company at present is able to 'suppl�l equipment - f or the police motorcycle, thereby necessitating retention of the present equipment on-the motorcycle. The matter was referred to the City Manager for investigation. Rey —' Impv., of local streets with County funds; City Manager Lohn Ficklin stated that County Supervisor Geo:,.Kennedy had informed him that the County had some $3600. which may be used for improving streets of� this City and had asked that he submit to him a list of streets which may be considered by the County for this purpose. - The City Engineer ha proposed three locations, i.e., "G ", Sixth St. and D2ivesst. The matter was discussed at length, Councilman King stating that as, long as it had always been the policy of the City to maintain only those streets that had first been improved at the direct ex pense"bf the property owners, he did not believe that it would be fair to other property owners who had paid for the improvement of the, r� streets, to improve G St. without cost to the property owners. Various other locations were suggewted as being of more .general "`:benefit to the City as a whole for the use of this money and the matter was referred to the City Manager to consult with the, of Streets for-his recommendation on locations which would�be.,acceptable to the County Engineer. Bridge St bridge: A discussion was had regarding the construction of the Bridge St. bridge, Mr. Clarence Seage asking for a decision as to the matter of keeping the bridge open or closed during construction; and whether or not ..the.construction work should be commended as soon as possible or delayed until spring. It was the consensus of opinion that the work proceed as soon as possible. The City Engineer was directed to establish the grades for the portions of Hopper St. and Bridge St. which are not officially established at' `this time. Ex .. Stoll of Clark St. man, Mgr. of Parker & Grrdon Co. addressed the Council advising that Mr. Herbert Gordon had asked him to offer to the city a portion of his land necessary for the proposed extension of Clark Street to the Coulson Alley. The matter was discussed and referred to the City Manager, City Engineer and City Council for consideration. L1IVF'INISHED BUSITNESS:: No ac lon was aken on the request for the appointment ofa Citizens Committee. Mayor Woodson reported that forms had been received for the traffic count to be made in connection with the installation of traffic "''signals at the intersection of Third and D Sts. City Engineer Gonzalez reported that he would have the necessary sketches of the - Intersection ready in a few days. Payran St mpv.. Councilman King reported that two of the property owners on Payran Street seemed to be definitely opposed the improvement of said street and that it looked as if it would be necessary to do said work under the Street Improvement Bonding Act. He also reported that in this connection the Veterans Administration have agreed to include in their loans on property an amount to include the street improvement costs. 134 Vacancies on City Planning Commission: - Mayor Noodson called attention to the fact that there are two vacancies on the Planning Commission and asked that the City Manager take the matter of filling these vacancies under consideration. On the suggestion of ,Councilman John King,, Mr. Otto W. Berger was recommended as a candidate to serve on a local advisory rent control board, his name to be forwarded to Supervieer Gecrge Kennedy. Health Dept,•merger with County. W."Lohri Ficklin, City Manager, reported that -he was considering the adviseability of consolidating the health - department•.of the iCity with that of the County, and that. he had interviewed 'Dr. Young, County Health Officer on the subject; that he:had just about reached a decision to appoint Dr.. Young as Health Officer-and to arrange for a Deputy to represent the Health Officer here and to be at hand whenever anythint` of vital nature 'occurs. He further stated that the present Sanitarian would - be carried by the County. City Attorney Brooks stated that he will confer this week with*the District Attorneyts office regarding the- proceed 'ings to 'acquire title to Oak Hill Park for the proposed new district hospital.
