Adjourned meeting of the Council of the -City of Petaluma
called to order by Mayor - Woodson. J
ROLL. CALL:
Present: Councilmen Deiss, King, Myers, Seidell, Shoemaker,
and Mayor Woodson.
Absent: Councilman Minogue.
NEW BUSINESS:
-Re - County road fund for city .streets:
Supervi George Kennedy and Road Commissioner Marshall Wallace
addressed the Council, explaining that any project benefitted under
the County Road fund must be of general county interest; that the
money.is,to be expended for street improvement and not for curb and
gutter work.
A group of property owners on "G" Street, between 6th and 8th Sts.,
addressed the Council requesting that said street be given first
priority for the use of County funds; stating that said street is
heavily travelled by .large tracks to and from the two hatcheries
situated on said street; by,traffic- to and from McNear Recreation
Park,, and by traffic to the country, via Sunnyslope Avenue.
I,t Was pointed out "by Councilman Seidell and other members of
the. that they did not�wish.to establish a precedent in the
matter. of maintaining streets not first-improved by the property
owners.
Mr. .Dolph Young stated that said street was improved by private
contract-at the expense of the property owners with water bound
macadam and curbs and gutters and so accepted by the City Council.
.After a lengthy discussion it was agreed by the Council that
said street should recdive first priority on the list of projects
=to.be recommended to the.County. The matter was referred to the
City Manager.
Re - merger with County Board of Health:
Dr,. Edith Young of the County Board of Health,. and Dr. Haliday
of the State Board of Health,addressed.the Council on the subject
of merging the county and city health departments, answering certain
questions with regard to costs involved in the merger; the employ-
ment of a local deputy health officer to enforce local health
ordinances, and the employment of Mr. Jos. Ramos as an Assistant
Sanitarian. The mat was deft in the hands of the City Manager.
Bridge St. bridge project:
City.Attorney Karl Brooks reported that it will be necessary
to proceed under the Change of Grade Act in the matter of establishing
official grades on Hopper and Bridge Streets, which proceedure will
take approximately six weeks time and which will probably delay
the commencement of the construction work until spring.
Budget 1947 -48:
Mr. 1ohn R. Ficklin, City Manager, submitted a tentative budget .
for the fiscal year 1947. -48, together with a Budget message, estimated
tax rates, statement of assessed valuation, and Schedule of Accounts
and Budget expenditure "classification.
(Councilman beiss was execused from the meeting at this time.)
Mayor Woodson reviewed each of the sections and accounts of
the budget and asked if there were any objections to said proposals
of the City Manager. The Clerk recorded in the budget the final
figure in each section.as approved.by "the City Council, whereupon
Resolution #21 N.C.S.
introduced by Councilman. Seidell, seconded by Councilman Shoemaker,
resolving that the Council has considered the tentative budget
submitted by the City Manager for the current fiscal year and does
make and fix the final budget of the estimated amounts required

to pay the expense of conducting the business of the City
government for the next ensuing fiscal year ending rune 3o
1948, all as shown and set forth in the schedule attached to
said resolution, adopted by 5 affirmative votes, 2 absentees.

Appropriation Ordinance:
Ordinance No. , �3 - N.C;S. introduced by .Councilman King,
seconded by Councilman Myers, entitled, "Annual Appropriation
Ordinance for the fiscal year ending June 30, 1948 , was
read - and pg.ssed to print by the following vote:
AYES: Councilmen King, Myers, Seidell, Shoemaker, and
May_ or Woodson.
NOES: None.
ABSENT: Councilmen Deiss, and Minogue.
Fixing Tax Levy:
Ordinance No. 4 N..C.S. introduced by Councilman King,
seconded by .Councilman Myers, entitled, "An. Ordinance of.. the
City of Petaluma providing for the annual tax levy for the
fiscal year ending June 30, 1948 ($1,..50 general purposes
.425 bonds, ® 58 Acq. Dists.) was read and passed to print
by the following vote:
AYES: Councilmen King, Myers, Seidell, Shoemaker, and
Mayor Woodson.
NOES: None. `
ABSENT: Councilmen Deiss; and M rogue.
ADJOURNMENT:
There being no further business to come before the
meeting,, the meeting was declared adjourned.
