Regular meeting of the Council of the City of Petaluma
called to order by Mayor Woodson.
ROLL CALL:.
Present: Councilmen Deiss, King, Myers, Seidell, Shoemaker,
and Mayor Woodson.
Absent: Councilman Mnogue.

PETITIONS AND COMMUNICATIONS
Annual report of audit:
The annual report of - the audit of the books of the City of
Petaluma for the fiscal year ending June 30, 1947, was submitted
by Knowlton and Barr, Certified Public Accountants, and placed
on file.
'Plans & spec. - Bridge St. bridge:
Communication from Clarence 'E. Seage, Consulting Engineer,
together with two. sets of plans and specif.ication.s for the
Bridge St. bridge,;'which plans and specifications were corrected
to conform with suggestions made at the meeting of the Council
on August 18, 1947, at which time it was agreed to close Bridge
St. for the duration of the construction,period, and stating
that upon clearance and approval of the grade changes required
on Bridge Street `the 'project will be ready for the invitation
to. bid and letting of -contracts,, read and filed..., No action
taken.
Communications from Lohn R. Ficklin, City Manager, re
assignment of personnel to various positions, read and filed.

Transfer of ' funds :
Rezolution #25 N.C..S.
introduced by Councilman Seidell, seconded by Councilman King,
resolving that the sum of $50.,000_. be transferred from the
Retail Sales Tax ' Fund to and appropriated for the Cash Basis
Fund; that the sum of $50,000. be transferred from the Retail
Sales Tax Fund to and appropriated for the Re- Organization and
Betterments Fund; and that the sum of.$1.00 be and the same be
transferred from the General Fund to and appropriated for the
Park Fund, adopted by 6 affirmative votes, l'absentee.
Re - establishment of official grade - Hopper &'Bridge Sts.-
City Attorney Brooks reported that he believed that the difference
between the actual physical grade and the grade to which Hopper
and Bridge Sts. are to be established is great enough to require
proceedings under the Streets and Highway`Code, which will involve
the-matter of notices, public hearings, etc. as well as the
possibility of claims for damages for change of grace.
The question was raised by the City Engineer as to whether
the grade should be set on center of street or along the curb lines.
Councilman King stated that he believed a study should be
. made of the entire street, as well as the bridge, and that the
grades should be - established along the curb lines.
The entire matter was referred to the City Manager, City
Attorney and City Engineer. .
Temporary Appraisers:
Aquestion was raised by Councilman King on the work to
be done by the personnel recently appointed as Temporary Property
Appraisers. It was pointed out that these men are attending
-a school conducted by State authority held.in the.County Assessoris
dffice but that their work will.be merely that of gathering
necessary statistical data in the field, which will be later analyzed
by the apprais the County Assessors office.
Health 'Officer:
"Councilman King asked whether or not it will be necessary
for the City of Petaluma to employ a Health Officer if and when
this City merges,with the County Health Dept. The City Manager
stated that he believes it is desirable to have a local health
officer to enforce local health laws; to take medical control
incase of epidemics,, andl. that. he w considers Petaluma large enough
to warrant a Health Officer on the spot.; that he is undecided
as yet whether or not t City of Petaluma will derive any real
benefit if it merges with the County Health Department.
Budget reports, funds,etc:
A discussion was had regarding the Cash Basis Fund, the .
Re-- organization and Betterments Fund, and the Surplus Fund, the
City Manager explaining:the purpose of said funds and his plan,
for controlling in his office, the actual encumbrances against
the various departments of the city.
The matter of reports to the City Council on the budget
were discussed and the City Manager stated that he would submit
quarterly reports on a'percentage basis if this is desired by
the City Council.
Citizens Committee:
The matter df appointment of a Citizens Committee was
discussed, City,Manager Ficklin expressing the opinion that he
believes it an excellent idea and should be undertaken.as soon
as possible. The matter was referred to the City Council for
study as to number.. and personnel of said committee.
Re dredging work:
City'Manager Ficklin reported that he had been informed by
the 'Supt. of :Streets that the dredging work for the Federal
Government will end on Saturday, the balance of the dredging to
be done Ben Gerwick Co., Laemmle Tanning Co., and Petaluma
and Santa Rosa R.R.Co..; that he had written letters to said

companies to the effect that the City of Petaluma has committed
itself to; maintain "le`vees for the Federal Government but has not
cmade any committment for the maintaining of levees for other
contracts which the Associated Dredging Co. might undertake.
In answer to Councilmants'Kingts suggestion of sometime back
that levees be built'in between ditches on the Laemmle Tanning Co.
property 1h , order to drain said property without waiting for the
present spoils to solidify, the City Engineer assured the City
Council that there is no danger of any run -off until January
and that they will 'cut the levee on the railroad side and'let the
water through.
Traffic signal project:
City Engineer Gonzalez stated that he have the sketch
of the 3rd and D St. intersection prepared by Wednesday of this
week. City,Manager Ficklin reported the result of the count of
traffic' made by the" Pol c'e 'Dept.
Madison Square' `#3
City Attorney Brooks reported that the map of Madison Square
#3 had been referred to him; that on the map there is provision
for some sort of drain which he presumed is supposed to remedy
the drainage condition which occurred by not building Nav
Street to grade. ,'
He further stated that in light"of the fact that there is
a Planning Commission to be appointed he suggested that nothing
be done about this matter until some study has been made to
ascertain whether the drainage condition will be remedieu. He
stated that he had communicated with the owners of the sub - division
notifying them to remedy the situation but to not received
a reply, however,. the City Engineer had informed him that they
had planned to solve the problem by building a drain across the
proposed improvement.of Madison 'St. to the River.. Whether
this tentative map is supposed to cover that situation he did
not know. He suggested that the matter should have the study
of the City Council and Planning Commission. .'Referred to the
City Manager and City Attorney.
List of proposed °streets ' for• impv. under county funds:
City Manager Lohn .R. Ficklin a lss t of six
streets which he,recommended for improvement,-with county funds.
The list was reviewed and it Was agreed by the members of the
City Council that , T1 G' r St. be given first lr iority; that N.
Webster St,. between Western Ave. and Bodega Avenue be given
second lx iority.
City Attorney Ka.rl.Brooks was authorized to attend the
National Institute'.of Municipal Law Officers at Los Angeles,
Sept.29th to Oct. lst
Councilman Shoemaker to'serve ..ori.Plannng.Commission,
Following the proposal of Councilman Seidell, Councilman
Shoemaker was appointed by Mayor Woodson to represent the City
Council the Planning Commission.
Mayor Woodson appointed Councilmen King,'Se dell, Shoemaker
and City Manager,Ficklin to meet with a committee from the
Chamber of Commerce to seek appropriations for .the main high-
way or freeway.
Councilman Seidell gave a report.of a meeting of the
Councilts committee "with the 4th Dist... Fair Board, and Chamber
of Commerce'C'ommittee re fair matters, stating that a second
meeting. will be arranged soon said commit tees. and. State
Officials.
