Regular meeting of the Council of the City of'Petaluma
called to order by.Mayor Woodson.
ROLL CALL
Present: Councilmen Deiss, King, Minogue, 11yers, Shoemaker,
and Mayor Woodson.
Absent: Councilman Seidell.
READING:OF THE. JOURNAL:
The minutes oT the last regular meeting of September 15,
and the special meeting of September 19, were read and apjr oved
as recorded.
REPORTS OF OFFICERS:
T n e C y A torney gave an interesting report-of the .
annual conference of the National Institute of Law Officers held
in Los Angeles, which he recently attended;
Mayor Woodson, Councilmen King, Myers, and Shoemaker,
reported on their attendance at the convention of the League
of California Cities,, held-in ;:San Francisco.
The list of claims and bills (Nos. 752 to 911 inclusive)
approved by Lohn R. Ficklin, City Manager; were read, filed, and

NEW BUSINESS:
Drainage problem - Payran & Madison Sts:
City Attorney Karl Brooks reported that the Goheen
Construction Co. has submitted a plan for the drainage of Payran
and ' Madison Sts® consisting of the con struction of a culvert from
the north side of Pay-in St, to the south side and then another
culvert entering Madison St. westerly into the proposed extension
of Payran St. and attached to it a letter asking that the sketch
be submitted to the City Engineer, and if satisfactory, to the
Board of Supervisors - meaning the City Council.
Mr. Brooks reported that he had gone over the plan with the
City Manager and they had agreed that it is probably the solution to
the problem of drainage there and suggest that the Council approve the
proposed construction to allow the Goheen Construction Co. to comple
their work.
The matter was discussed, whereupon

introduced by Councilman Myers, seconded by Councilman Shoemaker,
approving said plan and authorizing and permitting the Goheen Construct-
ion 'Co.. to perform and complete said project, adopted by 6 affirmative
votes, 1 absentee.

Resolution 1 N.C.S.
introduced by Councilman King, seconded by Councilman Deiss, entitled,
' authorizing an application to the United States Naar Dept.
for special regulations for the operation and tending of the draw
br dge.across Petaluma Creek on Washington Street." was read and adopted
by the following vote:
AYES :Councilmen Deiss, King, Minogue, Myers, Shoemaker,
and Mayor Woodson.
NOES: None.
ABSENT': Councilman Seidell.
Saturday Closing for City offices
A resolution providing that every Saturday is a holiday
for certain offices ,of the City of Petaluma, - was introduced by
Councilman Minogue, seconded'by Councilman Myers, and following a
discussion of the subject by the members of the City Council, was
laid on the table until the next meeting of the City Council.
Planning suggestions.;
The request of the City Manager that the City Council take
action on the suggestions contained on the last page of his pamphlet
on planning and particularly the suggestion that some money be
appropriated to help get started was reported to the Council by
the City -Clerk and the matter discussed and laid on the 'table until
the. next meet, ng. of the City Council.

The City Attorney-reported• that he and the City 'Manager have
agreed that the best approach to the problem of improving Hopper St.
is to meet with the officials of the Northwestern Pacific R.R. and
that he has arranged for a tentative meeting with said officials
on the 14th of October, 1947.
