Co., 'for an. increase in rates; that he had had no, chance to give it much study; that his office is not qualified to go into the matter thoroughly;, that it requires the attention of-an. engineer and perhaps an accountdnt,. He suggested that the 'Council and City yManag give some thought to retaining special counsel to investigate the application., whereupon the matter I was referred to the City Manager to obtain cost of engineering service. Co.. addressed the Council explaining, the need for'this ordinance, stating that Ordinance #523 of "the City of Petaluma limits the ' capacity of underground storage tanks to such an extent that frequent deliveries of gasoline are required., involving the hazard of transportation, handling, etc. and that this ordinance has the.appr.oval and ;recommendation of the Board of Fire Underwriters. Authorizing lease of Park to 4th.Dist. Fair: Ordinance No. 11 N.G.S.. entitled: AN. ORDINANCE OF THE CITY OF PETALUMA AUTHORIZING A LEASE OF THE PROPERTY KNOWN AS KENILWORTH PARK, PETALUMA, CALIFORNIA TO FOURTH DISTRICT AGRICULTURAL ASSOCIATION OF'THE STATE OF CALIFORNIA FOR A TERM OF TWENTY FIVE ' YEARS WITH AN OPTIOPJ. ABSENT: None.: In connection with.this Lease Councilman Shoemaker requested that the following statements be included in the minutes as a matter of record: 1. The matter of present and future use of the mile track for. purposes of.horse- racing was pnesented'to the 4th Dist. Fair Board and considered of'two little consequence"to defer" for' further action. 2. Use of mile area as landing field for demonstration of small personal planes at present and future time was not considered as cause for change of master plan by Fair Board. 3, Fair Board did not believe it adviseable to defer building program for twelve 'moriths or two years in order to include in "program the sixteen acre tract immediately adjacent to Kenilworth Park City tentatively offered to give Fair District in.order to preserve mile area. Ordinances Nos. - 14 man Mnogue, seconded by for - Antroduct oft- action ' meet ngW _of November 18, ADOPTION OF'ORDINANCES and 15 N.IC.'S introduced by :Council - Councilman Seidell, were `presented deferred thereon until the adjourned 1947. Action on the passage of Ordinances Nos. 12 - an-d - 13 N.C.S was deferred until the adjourned meeting to be held on November `18, 1947. C_ONSTDERATTON OF UNFINISHED BUSINESS: Resolution.-#40.N`.C.S. introduced by Councilman.S'eidell, seconded by,Councilman King, entitled, '.RESOLUTION OPPOSING APPLICATION OF 'PACIFIC' 'TELEPHONE AND TELMRAPH, FOR, INCREAASE - OF' RATES. was adopted by 7.affirmative votes.. Radio Interference: City Attorney Brooks reported that the City Manger had furnished him .with =a - report of the National Municipal Law Officers on municipal regulations on radio and radio interference, including ordinances. of' various cities which indicate that this is a very technical problem and that copies of ordinances submitted in effect in large cities would not - be applicable to Petaluma. The .matter was referred to the City °to secure copies of ordinances from cities of similar size 'to .Petaluma, technical information.from the P.C.& I E. etc. The City Manager introduced Mr. Henry Ross, newly appointed Director of Public Works, to the City Council. Mayor Woodson welcomed him to the official family. Re'- Harris application for sewer connection: Mr.' Lloyd , Harris addressed the City Council regarding an application for sewer connection to his property on N. Main Street, reviewing steps which he had t "aken with City Officials under provisions of ordinances in effect at the :time he made application- and which were later' repealed"' The matter was referred to the City Manager who offered to secure •two bids from contractors for the work and to submit them "to - the City Attorney, whop '.in turn would refer them to the attorney of Mr. '-Harris for approval.
