READING OF THE JOURNAL:

CONSIDERATION - OF BIDS:
Compressor:
This being the time set for opening bids for an air compressor
and pavement breaker, the Clerk reported' received nine bids
and proceeded to open and read said bids. The'bids of the A. L.
Young Machinery Co. appearing t:o' be' the" lowest and best bid,

CONSIDERATION OF UNFINISHED BUSINESS:

Regarding' the protest_ property owners in the neighbor-
hood of Keller and Kent Sts. to the granting of a building permit
fora proposed church in said locality, the City Attorney reported .
having made an examination of the laws applicable in'natters
of this nature and. had come across as . eries* of decisions which
hold the right of'a City to adopt what is known as 'stopgap+
ordinances pending the adoption of a Master Plan Zoning Ordinance.
Said legislation would revent the
p � granting of building permits
in certain, areas: which are to be zoned to phohibit such
building, and.that such interim legislaton,is valid and enforce -.
able.
It was- suggested that the application for a building permit
be held :n: abeyance and that the Director of Public Works acquaint,
the City Attorney with the details of -the' application in question.
Water -Rate increase
City .Attorney Brooks reported.that the'District Attorney
had expressed doubt as to the right of the County to use their
funds for the purpose of opposing the proposed increase of water
rates because the matter was not of .countywide interest but that
his office would join in legal opposition and appearances.
Mr. Melvin Hein addressed the Council complaining of the
quality and low pressure of the water the neighborhood of his
home®

Councilman King reported on the recent meeting of the
North Bay League of California Cities and stated that the
