Special meeting of the Council of the City of Petaluma
called to order by Mayor Woodson.
ROLL CALL:
Present: Councilmen Deiss, King, Minogue, Myers., , Seidell,
and Mayor Woodson.
Abwent Councilman Shoemaker.
READING OF THE CALL
The Clerk read the Mayor's call for meeting and- the
consent of the members .of, tri_ e Council to the holding of
said meeting.
County Health - Officer 'authorized to enforce" and
observe regulations and - statutes - in the of Petaluma:
City Attorney Brooks, City Manager Ficklin, and Dr.
John J. Mohrman, addressed the Council explaining the reasons .
for adopting a resolution authorizing the County Health Officer
to enforce and observe - regulations and statutes in t °he City
of Petaluma,. stating that said act would not be detrimental
to the City in any way, and that there is definite possibility
of the saving of the Sanitariatis salary, together with other
health services, and unless this action is taken it is possible,
that the County Health Dept.could claim that there is no legal
obligation on their part to pay for -said services.
The matter was considered and it was the consensus of
opinion that the resolution be adopted, whereupon'

introduced by Councilman Seidell, seconded by Councilman
Minogue., entitled,
"'Resolution authorizing County Health Officer to
enforce and observe . regulations and statutes in
the City of 'Petaluina 11 adopted by 6 affirmative votes,. 1 absentee..

Regular meeting of the Council of the City of Petaluma
called to order by Mayor Woodson. , `
ROLL, CALL :
-Present: Councilmen Deiss, Minogue, Myers, Seidell,
Shoemaker, and Mayor Woodson.
Absent: Councilman King.
The minutes -of 16 Feb.. &_ 1 March, were r6a d!= and approved as recorded.
PETITIONS, COM. & PUBLIC HEARINGS:
Application of American Bus Lines,denied by Public Ut. Com.
Communication from the-Public Utilities Commission, together
with its order, denying the application of the American Bus Lines,
Inc, for authority to operate as a passenger stage corporation,
read - and filed. .
Letter from Gov.-Warren calling attention to the critical
power shortage in northern and central'california, read and filed.
Join Morgan, Mgr. of the P. G. & E. Co.,addressed the Council
pointing out that the curtailment Of electric energy at this time
is'very necessary,, He also complimented the City Manager and
other city officials for their co- operation in reducing power used
by the City.
REPORTS FROM CITY MANAGER:
Clairjs and bills approved for payment by the City Manager
were submitted, vuhereupon"

approving said list of claims and bills (Nos. 2128 to 2269 inclusive)
adopted by , 6 affirmative votes, 1 absentee.
Report from the City Manager on the subject of the
Activation of a Recreation Advisory Commttee,,read and filed.
Copy of Memorandum from the City Manager to each Department
and.Bureau Head re departmental budget estimates for 1948 -49,
submitted and filed.
Recommendation from the City Manager regarding Assessorfs
Record Procedures, submitted and filed.
Mr. Lohn R.'Ftcklin, City Manager, reported verbally on
,a,meeting which he recently attended in San Francisco re establish
ment of a S.F.Bay Area.Transportation.Authority.
REPORTS FROM SPEC. .COM. OR CITY OFFICERS
Monthly report of the Police Judge read and filed.
Recommendation from the City Planning Commission to the
City Council re the adoption of an Emrrgency Interim ordinance
regulating the use of land and construction of buildings and
providing for the issuance'of permits and repealing the existing
Zone Ordinance, read and filed. l
INTRODUCTION OF ORDINANCES:
Ordinance No. 34 N.C.S. introduced by Councilman Deiss,
seconded by Councilman Myers, entitled,

APPROPRIATION ORDINANCE NO. 3 N.C.S. TO AUTHORIZE
