ROLL CALL: Present: Councilmen Deiss, King, Minogue, Myers,Seidell, Shoemaker,. and Mayor Woodson. READING OF JOURNAL: e minutes o the last regular meeting of March 1, 1948, were read and approved as recorded. PETITIONS, COM. & PUBLIC HEARINGS: Maintenance of tr-ack'right -of -way, Petaluma & S.Rosa RR. Co. ."Communication from C. A. Vaale, V.P. and Gen. Mgr. of the Petaluma and Santa Rosa.Railroad Co. on the subject of maintenance of track right -of -way, and reply to said letter signed by Henry A. Ross, Director of Public Works, read and filed. Re - bond" to guaranty " - development - of Webster 'St. and - streets within'Blackwell Subd. A: Letter from James C. Blackwell, Jr. asking that the bond covering work and improvements in connection with Blackwell Subdivision A be reduced to cover the work or improvements required within the subdivision and one -half of Webster ;St. along the frontage of his property, read and `Piled.. His letter also stated that Arthur B. Sri, Contractor, has interested himself to the extent that the will"contact the other property owners on N. Webster "St.. for the purpose of signing them to ,a contract for the street and sewer work along N. Webster St. No action was taken but the matter left in the hands of the City Attorney, City Manager,and'Director of Public Works REPORTS FROM CITY MANAGER Lists of claims and bills,approved for payment by the City Manager, were submitted whereu on Resolution9 N.C.S. introduced by Councilman King, seconded by.:Councilman- .Seidell, approving claims "(Nos: 2270 to 2+22 inclusive) against the various City Funds, adopted by 7 affirmative votes.. Site `for Auditorium: 'Report from the City Manager on the recent meeting with members of the -Fair Board, I the City Attorney, and the bonding attorneys, f"or the purpose of exploring,possibilities of building the municipal Auditorium in Kenilworth Park, and recommending that*the Council adopt the Joint Agreement prepared -'by the City Attorney as a,proposal to"the 4th Dist. Agra Fair Ass. read and filed. The City Attorney was authorized to submit said Agreement to the ,Fair Board and State of California for review by them. .Progress report on the installation of Petal umals Municipal Recreation Program, submitted by the City Manager, read and filed. .Copy of letter from the City Manager to the Division Mgr. of the :Pacific Gas & Elec. Co. on the subject of conservation of electricity,_ stating that Petaluma is willing and anxious to undertake any cooperate measure which said company may suggest -for the conservation of electricity, ' read and filed. Letter from the City Manager on the subject of: Bacteriological 'Examination of Water, read and filed. Assignments of Perso.nnel.under dates of 2 March and 11 March, submitted and filed. Communication from the City Manager, on the subject of the proposal for.Bay Area Transit Authority, recommending that the Council take no action on the subject proposal, read and filed:. �3 'J The matter of'filing an application to the Federal Bureau of Investigation for enrollment of one member of the Petaluma Police Department in a course at the F.B.I.National Academy, Washington, D. C. was brought up by the City Manager and referred to the City Council for consideration. REPORTS FROM SPEC. COM. OR CITY OFFICERS: Monthly reports of the Auditor and the Librarian were read and filed. ADOPTION OF ORDINANCES: Ordinance'No. 34 N.C.S. introduced by Councilman Deiss, seconded by Councilman Myers, entitled, "AN ORDINANCE OF THE CITY OF PETALUMA .AMENDING THE APPROPRIATION ORDINANCE NO. N.C.S., TO AUTHORIZE THE TRANSFER OF $3,,298.00 FROM THE UNBUDGETED SURPLUS ACCOUNT TO THE ASSESSOR -TAX COLLECTOR ACCOUNT FOR THE PURCHASE OF EQUIPMENT AND THE EMPLOYMENT OF PERSONNEL." came up regularly and was adopted by 7 affirmative votes. CONiS.IDERATION OF NEW BUSINESS : Acceptance of donations - frotn' Woman 1 s Club; P. T.A.. Resolution #70 N.C.S. introduced by'Councllman Myers,, seconded by Councilman King, entitled, "A r esolution accepting donations of $300. from the Petaluma Womanis I Club, and $150. from the Petaluma Council of Parents and-Teachers, for the recreation department of this City." was adopted by 7 affirmative votes. 'was adopted by' affirmative votes. Applicat on - to State Dept. of Finance for funds main trunk sewer; -' Resolution #72 .N.C.S. introduced by Councilman Deiss, seconded by-Councilman Myers., entitled-, "A resolution authorizing application for - allotment from State of California for reconstruction of main trunk sewer under provisions of Chapter "20, :Statutes of 1946 (1st extra session:}" was adopted by 7 affirmative votes. and Resolution #73 N.G.S. introduced by Councilman Deiss, seconded by Councilman entitled, "A resolution authorizing application for allotment from State of California for portion of cost of plan preparation for project of reconstruction of main trunk sewer under provisions of Chapter 47 Statutes of 1944 (4th extra session:_') Recreational Director to attend'Convention: Resolution #74 N.G.S. introduced by Councilman King, seconded -.by Councilman M vogue, entitled,, "Resolution authorizing attendance by'recreational Director at the meeting of League of California Cities, Parks and Recreation Section, March 18, 1948." was adopted by 7 affirmative votes. Development of Yacht Harbor in Petaluma: - Resolution., #75 N.C.S. introduced by seconded by Councilman Myers, entitled, "Resolution endorsing plan for development, of Yacht Harbor in Petaluma." was adopted by 7 affirmative votes. Councilman Seidell called the attention of the City Council to the matter of improving and cleaning up the City Dumps in view of the possibility of securing a Yacht Harbbr and recreation center on the River. The matter was" discussed and referred to the City Manager for investigation. Councilman Shoemaker reported complairlo which he had received on the poor condition of the roadway of an alley between Liberty & Keller fSts. and of Hill Blvd. which matters were referred to the Director of-Public Works for investigation.
