Regular meeting of the Council of the City of Petaluma' called
to order by Mayor Woodson.

Present Councilmen Deisis, Myers., Seidell, Shoemaker, and
Mayor Woodson.
Absent: Councilmen King, and Minogue.

The minutes of the " last regular meeting of April 5, 1948
were read and approved as "recorded.
PETITIONS, COM.:& PUBLIC HEARINGS:
Permit granted Redwood':Empire Shows Carnival:
Application,of the'`Redwood Empire Shows to exhibit in Petaluma
-for a period of 5 days commencing April 28th was read and filed,
whereupon
Resolution #87 N.C.S.
Introduced by Councilman Deiss, seconded by Councilman Myers,
.granting said permission upon .payment - of the sum of $250.00
as required by the license ordinance, adopted by 6 affirmative
votes, 1 absentee.
Invitation to Napa. County Fair -& Horse .Show,:
Invitation to the Council to'ride in the parade of the
10th annual Napa County Fair and Horse 'Show to be held at
Calstoga July 4th, read, filed, and accepted.
Disaster Council:
Communication from Governor Earl Warren, suggesting that
local accredited Disaster Councils be established by govern=ing
bodies in those cities and counties which have not yet establish-
ed the legal basis for such organization, read and filed.

Communication from the 4th Dist. Agr.; Ass h.. calling attention
to the condition of Payran and Jegferson Sts. and requesting
that the City._Council take the necessary proceedure to improve.

In this connection Mr. Henry Ross, Director of Public Works,
reported that the present plans of the Dept.•are to grade both
streets; that the permanent improvement of Payran Street would
cost about $15, of which the city.Ts share would be $7,500
and that it is impossible to accomplish the improvement of
said streets prior to the date of the fair.
Judicial Council:
Communication from the Judicial. Council of the State of
California, enclosing an outline of a possible plan of re-
organization of the Courts in the State of California with
jurisdiction inferior to that of the Superior Court, and
also enclosing a questionnaire based upon their proposal,
read, filed, and referred to the , City ,Manager and City
Attorney.
Request of Everett & Edith Kayser - re taxicab ser.
Communication from Everett and Edith Kayser, protesting
the adoption by the Council of any legislation which wou-14
tend to create a monoply in the taxicab business, was reported
by the City.Manager, who gave an outline of the letterts

City Brooks discussed questions with regard to the
preparation of an ordinance providing for the purchase of a
bookkepp3ng machine. The matter was left -in the the
City Attorney for completion.

Councilman Shoemaker stated that he believed all correspondence
addressed to ' the City Council should be referred to the City
Council before action is taken thereon by the City Manager or
