ROLL CALL: Present: Councilmen Deiss, King, Minogue, 14yers, Seidell, Shoemaker, and Mayor Woodson. REPORTS OF CITY MGR: Assignment of Personnel under date of 21 June, read and filed. ADOPTION OF ORDINANCES: Regulating traffic in alleys: Ordinance No. 50 N.C.S. introduced by Councilman Deiss, seconded by Councilman Shoemaker, entitled, "'An Ordinance of the City of Petaluma re traffic upon certain alleys in the City of Petaluma and providing penalties for the �riolation of this ordinance. sr came up regularly and was adopted by 7 affirmative votes. The - suggestion of Councilman Minogue that directional signs to be installed near alleys also indicate the speed limit for vehicles travelling said alleys, referred to the City Manager. Prohibiting parking on "A" St: Ordinance No. 51 N.C.S. introduced by Councilman Deiss, seconded by Councilman Shoemaker, entitled, "An Ordinance amending section 29 of Ordinance No. 332, C.S. to prohibit parking on "A'.' Street, except police and highViay patrol cars.P came up regularly and was adopted by 7 affirmative votes. Amending appropriation ordinance: Ordinance No. 52 N.C.S. introduced by Councilman Deiss, seconded by Councilman ,Shoemaker, entitled, "An Ordinance amending the appropriation ordinance No. '3 N.C.S. to appropriate available revenue not included in the annual budget." came up regularly and was adopted by 7 affirmative votes. CONSIDERATION OF UNFINISHED BUSIN S: Councilman King to serve on Committee to consider Retirement Sy: Resolution #13.8 N.C.S. introduced by.- Councilman Myers, seconded by Councilman Deiss, entitled, "Resolution appointing Councilman John King to serve on Committee to consider a Retirement System for Municipal Employees." adopted by 7 affirmative votes. Budget: A discussion was had regarding the proposed budget for 1948 -49. In order to eliminate the undesirable and expensive - item of frequently amending the Appropriation Ordinance to authorize Budget Transfers, the suggestion of the •City Attorney that this could be largely remedied if the City Tanager and City Council could consolidate classifications so as to permit transfers within and under each General Classifications, was approved by the Council, said four main classifications to be as follows: (1) for General Government (including the Departments of Finance & Records, City Attorney, City Manager, City Planning Commission, Mayor and City Council, Police Court, and the Budget Sectionsfor Miscellaneous and Fixed Expense;) 1 9,2 6 (2') for Public Safety and Health of Fire, Health and Police). � 3 for Public Works (meaning all 4� for Recreation (including the and Recreation.) (including the Departments of the Public Works Depts.:) Departments of the Library The form of resolution to be used in adopting the budget was reviewed, as well as the items to be contained in the estimate of revenue; the items of total disbursement authorized for each of the departments and bureaus of the city; and the funds to be established and separately accounted.during the year.. Said form and amounts were approved by the Council and the City Attorney was directed to prepare a resolution following said pattern and containing said information to be presented at'the adjourned.meeting of the Council on June 25, 1948.
