Councilmen Deiss, King, Myers, Shoemaker, and Mayor Woodson. Absent: Councilmen Minogue, and Seidell. READING OF JOURNAL: Minutes o the last regular meeting of August 16 and. the adjourned meeting of September 2 were read and approved as. recorded. PET;IT:IONS -, C.OM. & PUBLIC HEA:RINGS.: Opening bids - Library Heating. System: -- This being the time set for opening bids for furnishing and installing a heating system for the Petaluma Public Library, the Clerk reported having received four - bids from P..A.Van Bebber; Frank J. Hoirup; Aladdin Heating Corp.; and Petaluma Oil & Burner Co. Said bids'were reviewed'by the Council, and Resolution #184 N.C.S. introduced by Councilman King, seconded by Councilman Deiss, entitled, "Resolution awarding contract for Public Library Heating System to P. A. Van Bebber - for the lump sum of $4,164.57", adopted by 5 affirmative votes, 2 absentees. - Opening bids - new -auto Police Dept. This being the time set for opening bids for a new automobile for.the.Police Dept. the Clerk reported having received two bids, one from Gene Paige Motor Co. offering a 1948 Pontiac; and the other from Hill Plaza Garage, offering a 1949 Kaiser. The - bids were reviewed., - and Resolution #185 N.C.S. introduced by Councilman Myers, seconded by Councilman King, awarding contract for purchase of a 1949 Kaiser Automobile to Chas H. Kinne for a net sum of $793,.74; according to the provisions of his bid, adopted by 5 affirmative votes, 2 absentees. Public notice of application made by the 'State of Calif- ornia for a Dept. of Army approval of plans for two crossings of San Francisco Bay and for a tube crossing of the Oakland Estuary, read and filed. Notice from Pacific Coast Inter - Mountain Assc. of Fire Chiefs of Annual Conference to be held in Sacramento, read,. filed, and referred to the City Manager. Notice fromJthe ,State Board of Equalization of transfer of liquor license from Earsman to Kurt Aw and Inez Schilber, 128 Kentucky Et. and report from the Chief Police stating that he has no objection to said transfer, read and filed. Communication from the Marin County Mosquito Abatement Dist. together with annual report of said district, read, filed and taken under consideration. C Communication from the California State Chamber of Commerce on the subject of opposition to Proposition No. 13, Reapportionment of the State Senate, read and filed. Councilman King suggested that a resolution be prepared for .adoption at the next meeting in opposition to said Proposition No. 134 REPORTS OF'CITY MANAGER: - Assign. of Personnel under date of 7 Sept. read and filed. Copy of letter from the City Manager to the Director of Recreation on the subject of "Military Leave" read and filed. REPORTS OF CITY OFFICIALS: Monthly reports of the Auditor and the Treasurer, for the month of August, read and filed. Report on Impvs.. of Madison square Subdivision ,Units 1 & 2. Wfttten` report from Henry A. Ross, Director of Public Works, on the subject of Madison Square Subdivision, Units 1 and 2, reporting on the construction of curbs, gutters, sewers and sidewalks which was done without contract between the City and the sub - divider but under` the inspection of the Engineering Department. - Mr. Ross pointed out that the valley,gutters were constructed of pavement`'bnly and not made' of concrete as is customary and that lack of these gutters will make it necessary sometime in the future for the city to construct them since the water crossing the street from one curb section to another will in time cause the pavement to decompose and thereby fail. M.P.-Ross also pointed out that the construction of curbs and gutters was very poor due to not being set at proper elevations and in many places water would.be retained'in the gutter and street section_to a depth of three inches or more, being gderned only by the height of the crown of the street. No recommendations were submitted by Mr. Ross. INTRODUCTION OF ORDINANCES :. - Ordinance No. 62 N.C.S. introduced by Councilman Shoemaker, seconded by Councilman King; entitled, S PAN ORDINNANCE OF THE CITY OF PETALUMA PROVIDING FOR THE CONSTRUCTION OF APPROACHES TO THE .BRIDGE STREET BRIDGE, 'AND .. FOR'THE CONSTRUCTION OF A CONCRETE FLOOR TO REPLACE THE WOODEN FLOOR IN THE CORPORATION YARD BUILDING OF THIS CITY LGCATED AT H AND I STREETS." was read'and passed to print by 5 affirmative votes, 2 absentees. ADOPTION OF ORDINANCES ..Tax Levy 1948 -49 Ordinance No. 61 by Councilman King, "AN ORDINANCE OF TAX DtVY FOR THE adopted by 5 affirm adopted; N..C.,S. introduced by Councilman Myers, seconded entitled, THE CITY OF PETALUMA PROVIDING FOR THE ANNUAL FISCAL YEAR ENDING JUNE 30, 1949." 3.tive votes, 2 absentees. Bus Franchise. proc A lengthy discussion wa's had regarding procedure for a franchise or permit to operate a bus service in Petaluma. Karl Brooks' city Attorney reviewed the contents of a letter written to him by Mr. Richard W. Johnson,.applicant, on matters of vital importance to the operation of mass transportation. It was pointed out a regulatory ordinance on the operation of taxi -cabs was one of the first steps to be taken. Mayor Woodson asked if the Committee for Petalumals Future had made any recommendations regarding parking, parking meters, taxi -cabs, or other related matters whereupon 2 6 Resolution 186 N.C.S. introduced by Councilman Deiss, seconded by Councilman King, entitled, "Reso ution requesting the Committee for Petalumaos Future to furnish yhe City Council with specific recommendations regarding desirable regulations,covering parkng,.loadng zones.,"taxi stands and taxi cab control'including ° recgmmended numbers,, mass transportation regulation and procedure and routing, desirability or needs for parking meters and.off street parking areas." adopted by 4 affirmative votes, 3 absentees. CONSIDERATION OF NEW BUSINESS Resolution 18.7 N.C.S. introduced- by' Councilman Shoemaker, seconded by Councilman King, thanking..gthe City of Sebastopol for extending the privilege of its swimming pool and facilities to the children of Petaluma, adopted by 4 affirmative votes, 3 absentees. Mayor 'to perform, duties of City Manager: Resolution - 188 N.C.S. introduced by Councilman Shoemaker, seconded by Councilman King, designating the Mayor, J. S. Woodson,'to perform the duties of the City Manager during his-absence from the City, from the 10th day of :September to'and including the 17th day of September, adopted by 4 affirmative votes, 3 absentees. Clerk to advertise for bids for materials: Resolution #189 N.C.S: introduced by Councilman Shoemaker, seconded by Councilman King, entitled, "Resolution directing the City Clerk to advertise for bids for material and equipment to be used in Bridge St. bridge approaches and concrete floor for cor p oration building ", adopted by 4 affirmative votes,'3 absentees.
