In this connection Councilman King stated that he believed
the City Would be better off o deed Ken lWorth Park to the

Report of the City Manager .on the stbP-at Of "Assessment

and taken under advisement.
Tn his report the City Manager pointed out that the work
is done with almost no additional expense or effort by the

County; that if a City does not find the procedure desirable,
it can abandon it within a year`; that the City, Council is
relieved of its work as a Board of Equalization; and that the
cost to - the City is far -less than the costs of doing the
same work, itself®
"'He'also' that records would be maintained here as an
office of service to the local people.
Some of the Councilmen expressed` thens'elves as being opposed
to decentralization of local•government`, but wished further time
to study the matter.

The City : Clerk--reported that due to a delay in publication
Ordinances Nos. 63 and 64 N.C.S. were again up for adoption,
whereupon said ordinances were re- adopted by.7 affirmative votes.

UNFINISHED BUS_INESS:: 1946 Uniform, Bldg. Code:

.recommend_ed by the City Manager and the Director of Public 'forks,
was discussed and left in the hands of the City Attorney for
preparation of the nece's'sary ordinance. In. answer to Councilman
Kings question the City Manager repOrted that local contractors
had reviewed the Code and generally approved of same.
Mosquito'Abatement:

repealing and 'rescinding Res. #214 N. authorizing inclusion
Of the Ct y of Petaluma in a Mosquito Abatement ,District, providing

Re Committee to study Use Tax:
Resolution providing for the appointment of a committee to study
the Use tax andmske.recommendations for its "better enforcement
was,held in abeyance in order'that the Council may recommend names
to serve on said Committee®
Resolution directing :work to be done under the direction of the
Engineer on the Cherry Valley Sewer project, was laid.on the table
until after the adoption of Ord. N . G. S
Action on Resolution of Intention to annex certain uninhabited
territory being a portion of Madison Square - Sub. #3, was deferred
pending further investigation by the City Attorney.
Action on Resolution directing City Manaagger to cause a study
to be made and make report and recommendations-to the Council
for „a cost -of- living pay adjustment plan for this City was deferred®
Mr. -S. Gonzalet,'former City Engineer, addressed the Council
stating that he was being belittled and treated unfairly by the
present -City Engineer; that in answer -to a published article concern-
ing Madison Square he- wished to-state that he had no . part in said
work - but that it had been eng neered.by Mr. Chas. Sloane of Mill
Valley
He pointed out an error-in the repaal of an ordinance involving
interim zoning which was referred to the City Attorney for, invest-
igation °..
He also stated that he was' discriminated against in his
building applications while others were permitted to build in
violation of the interim ordinanc'e,'citing the Carl. Behrens home
on'Brown Court, three houses at the corner of Webster & Bassett
Sts: and: one duplex on -Fair hear "Bassett St.., &s being in violation®
No action taken.
"Sewage Disposal Plant enlargement:
Mr. - Harry Jenks, .Designer : of the Sewage 'Treatment 'Plant of
Petaluma, addressed the Council'in a verbal proposal offering
his services - in connection with the enlargement of the Treatment
Plant
