ROLL CALL: resent: Councilmen - Feiss, Minogue, Myers,;°Seidell, Shoemaker, and Mayor Woodson. ,,Absent: Councilman King. READING OF THE JOURNAL: The-minutes of the last regular meeting of Nov. 1 and the adjourned meeting of Nov. 8 were read and approved as recorded. PETITIONS,_ COM...& P..UBLIC. HEARING'S: Opening bids ,Cherry Valley Sewer: This being.the time set for opening.bids on the Cherry Valley Sewer project,.the - Clerk reported having received one bid from Arthur B. Siri, Inc. and proceeded to open and bid in the total ,:sum of x$4372.00 whch.was referred to the Director of Public Works for review. Said bid being in line with the Engineer's estimate of cost and approved - by the Director of Public Works, Resolution #244 - N.C.S. introduced by Councilman Minogue, seconded by Councilman Seidell, entitled,, "Resolution awarding contract for construction of a sewer line the Cherry Valley Sewer District® adopted by 6 affirmative votes, 1 absentee.. Letters of appreciation - Recreation program: Letters from Mrs. Henry Ravenscroft; - Mrs. Dorothy, E. Miller; Mxs ": 1i.V.M.Peck, and Billy and Eddy Peck, expressing appreciation to the Director of Recreation., Mr. J..A. Thayer., for the summer recreation program, read and filed. Applications of Chris. L. Petersen and Otto Meyer for building permits were referred to Planning Commission for recommendation. Cancellation of city taxes on Pet. City High School ppty: Communication addressed to Mr. Karl Brooks; City Attorney, from H.T.Hatch, Supt. of Schools, listing nine properties which h ave.been acquired by the Petaluma City High'School District, requesting that they be removed from the city tax rolls; read and filed. Said request was approved by the City Attorney,."whereupon Resolution #245 N,.C.S. introduced by Councilman Myers, seconded by Councilman Minogue, entitled, "Resolution cancelling uncollected taxes, penalties, and costs on property acquired by Petaluma City High :School District." adopted by 6 affirmative votes, 1 absentee. Petition requesting regulation'of fowls & livestock Petitions signed by 261 of Petau.ma requesting that the keeping of fowls and livestock within the city limits be prohibited or restricted to the extent that it vi-11 no longer constitute the menace to health which it now does and that it is not intended that Such.regulation will hamper operation of established commercial enterprises engaged in the poultry business,,. was presented by Mrs. John Olmsted, Jr.:; Dr. John Mohrman, City Health Officer, Mrs. Mark Lewis, and Mrs. Carl Maib .spoke in .favor of the petition, pointing out that the keeping of poultry and livestock in the city limits is unsanitary, unsightly and encourages the rat population. Other spectators in the au dience'also spoke in favor of the restriction of chickens and livestock. The matter was discussed and at the suggestion of Councilman Shoemaker/ Mayor 'Koods,on appointed Councilmen Shoemaker, Chairman, that a committee be appointed, Deiss, and Myers, to consider the petition and report back. REPORTS OF CITY MANAGER: Claims and bills approved for payment by the City Manager were submitted, whereupon Resolution #246.N.C.S. introduced by Councilman Minogue, seconded by Councilman Myers, approving the list of claims andti.11s (Nos. 1112 to 1240 inclusive) adopted by 6 affirmative votes, 1 absentee. REPORTS OF CITY OFFICIAL'S: The report of the Librarian for the month of October was read and filed. The report- of the Police.Chieffs attendance at the Peace Officers' Conference at Santa Monica was, read and filed. Re - sale of tax deeded ppty 5th and Mt.View: - Communication from Karl Brooks' City !Attorney, re sale of tax deeded property assessed to Jergen Nissen, read and filed. Mr. Brooks stated that he had been advised by Mrs. Isabel Minor that Mr. `alter Thompson will pay not less than X1.,000.. -for said property and that the City C6uncil may object to the sale of the property for a lesser amount,, in which event the proceedings commenced by the Tax Collector must be discontinued.' :Said matter was considered, whereupon Resolution' #247 N.C.S. introduced by Councilman Shoemaker, seconded by Councilman Seidell, entitled, "Resolution. objecting to sal.e of Tax Deeded property , by Tax Collector of Sonoma County - ." adopted by 6 affirmative votes, labsentee. INTRODUCTION OF ORDINANCES: ; Ord. #6'9 N'.C. . introduced by Councilman Minogi e. seconded by Councilman Myers, prohibiting the parking or stopping along the curb line of any vehicle other than a school bus:, along the northwesterly curb line of E. Washington St. for a distance of 112 1 thereon from the intersection of the northwesterly curb line.of E.. Wash ngton and the southwesterly curb line of Vallejo `St. - between the hours of 7:30 A.M. end 3:00 P.M.,, °was'?readioand passed to print by 6 affirmative votes, 1 absentee. ADOPTION OF. ORDINANCES: Ord. 68 N.C.S. introduced -by Councilman Myers, seconded by Councilman Minogue, entitled', An Ordinance to amend the salary Ord. No. 56 N.:C.S. to provide additional . to the Health Officer for physital examinations of employees and applicants for employment." adopted by 6 affirmative votes, 1 absentee. CONSIDERATION' OF UNFINISHED BUSINESS Payran St. Impv; The matter of improving Payran St. was discussed without action, Mayor Woodson reporting that Supervisor Kennedy had recommended that Payran'St. be extended the full-length of Kenilworth Park in order to provide an addition&l entrance at the rear of the Park., Kenilworth Park bldg. program. City Attorney Brooks reported that he had received word that the State Director of Finance is drafting 'an agreement between the City and the 4th Dist. Fair covering the proposal to buld,.the cityts proposed civic .auditorium in Kenilwcm th Park, and that said matter would come up in a few days. 971 1 Councilman Leland Myers asked the Council to seriously consider enacting legislation levying admission and amusement,taxes, which he said would tend to lover property taxes. He read a letter from the Public Administration Bureau dealing principally with admission taxes. The matter was discussed and taken under advisement. .Taxi-cab., regulations,etc. In the absence of Councilman John King, Chairman of committee to meet with taxicab owners relative to an ordinance regulating taxi- cabs:, C ouncilmen Minogue and Deiss reported o n matters discussed with taxicab operatdirs. Councilman Minogue reported that the taxi men were opposed to taximeters,; preferred a license fee rather than pay a percentage of gross receipts and preferred badges for drivers instead of uniforms. Mr. Richard Johnson, bus line applicant, urged prompt action on his informal application for a mass tranoportation franchise. entitled 7 , t °Resolution accepting donation of $15f, from . the Women's Club," adopted by 6 affirmative votes, 1 absentee. Granting Petaluma Youth'Center- group ;use'of City Hall; Resolution #248 N.C.S. introduced by Councilman Myers, seconded by Councilman Minogue, entitled, "Resolution granting to Petaluma Youth Center Group the privilege of occupying rooms in the City Hall. 11 adopted by 6 affirmative votes, Accepting Donation 'of $1550 from the ' Women A s Club: Resolution , .
