Regular meeting of the Council-of-the City of Petaluma
called to order by Mayor Woodson:
ROLL.CALL:
resent: Councilmen Deias., King,,Minogue, Myers, Seidell,
Shoemaker, and mayor Woodson.
READING _OF THE JOURNAL:

were read and approved as
PETITIONS & COMMUNICATIONS:
-Announcement from the League of California Cities of the
1948 annual conference of the American Municipal Association
to be held in Washington, D. C. Dec. 12 ®15, read and filed.,
Re Freeway location:
Communication from the Califor'n -ia Highway Commission
stating that the State Highway Engineer has been requested to
obtain additional information with respect to alternate lines
for the proposed freeway location and that upon receipt of his
report further consideration s will be given to the proposal
for the location of said Freeway, read and filed.
Revised Zoning ;Orct.& Eire 'Zone Map filed:
The City Clerk reported that one copy of a Fire Zone Map and two
copies of the Revised Zoning ordinance, prepared by Hahn Camp-
bell and Associates, Piannifig Consultants, had been filed with
her on Nov. 18 and Nov. 30 respectively.

J.E.;Hanna for mrmiss on to connect' with the City Sewer line,

Resolutions #250, and 252 N.C.S.
introduced by Councilman King, seconded by Councilman Deiss,
granting said applications accordance with the provisions
of Ord. 500 C.S. and providing that the work be done accord-
ing to the Uniform Plumbing Code, 1947 edition,, and that vitrified
clay pipe or cast iron pipe be used, adopted by 4 affirmative votes,
3 negative votes. Councilmen Minogue, Seidell, and Shoemaker
objected to said resolution on the grounds that the fee for
said privilege was too low.
Sale of tax deeded ppty - 5th and Mt.View
Notice of Intention to'sell tax deeded property located
at the corner of 5th and Mt.View Ave. for not less than $1200.
was received from the Tax Collector Sonoma County, whereupon
Resolution #253 N.C.S.
introduced by Councilman meiss, seconded by Councilman Seidell,
approving said sale, adopted by 7 affirmative votes.
Request from the County of lSonoma for recommendation
on the appointment of a member of the Sonoma County Rent Control
Board to fill the vacancy created by the resignation of Otto W.
Berger, read, filed, and taken under consideration.
Memo. of Agreement - Main & Western Ave. traffic signals:
First Supplemental Memo. of Agreement covering the install-
ation of traffic signals at Main &: Western Ave. read and filed,
whereupon
Resolution #254' N.C..9.
introduced by Councilman Deiss, seconded by Councilman 5eidell,
adopting the budget and approving First 'Supplemental Memo. of
Agreement, adopted by 7 affirmative votes.
No action was taken on the request of the R. W. Burrows Co.
that the City Council extend the time for the exercise of its
option on the premises located at 500 Jefferson St. to Jan. 1,
1949.
An additional petition requesting regulation of the keeping
of certain animals within the corporate limits of the City of
Petaluma was submitted by Mrs. John Olmsted, Jr. and filed to be
considered along with similar petitions filed on Nov. 15, 1948.
Otto K. Myer applications for bldg..permits:
At the-request Mr. Otto K. Meyer two applications for
building; permits previously filed with the Council and referred
to the City Planning Commission were discussed. In the absence
of any written recommendation from the Planning Commission said
matter was held in abeyance until the meeting of Dec. 10th.
REPORTS OF CITY MANAGER:
The application of M. Vonsen Co. for permission to replace
flooring on loading platform at lst and D Sts. was read and
discussed at length and referred to the City Attorney for study
after it was stated that said platform is located on City property.
The Director of Public Works was requested supply the City Attorney

Monthly reports of the Police Judge, the Auditor, and the
Treasurer, were read and filed.
Recommendations of the City Planning Commission that the
applications of Fred Mattei and L. W. Clark for building permits
be granted, read and filed", and
Resolutions #256 and 257 N.C.S.

granting, said applications, adopted by 7 affirmative votes.,
was read, and passed to print by 5 affirmative votes, 2 negative votes.

with provisions of Uniform Plumbing Code, etc. was withdrawn
by Councilman Shoemaker, .and Seidell `after a .discussion of the
Council revealed that said ordinance should also contain a
provision increasing the fee outside sewer connections.
Taxi -cab Ord.
Action.•on the proposed taxi ®cab and bus transit ordinance
was deferred until an adjourned meeting to be held Dec. 10th.
Said Ordinance-was reviewed .by Attorney George Brown of the City
Attorney's office and referred to the City Council and taxi -cab
operators for study.

CONSIDERATION OF UNFINISHED BUSINESS:
Reg. of poultry and livestock:
Councilman Shoemaker reported that his Corraittee.had. held
two meetings with proponents of the petitions for the.regulation
of poultry and livestock and had passed on certain information
to the City Attorney's office for the drafting of a tentative
ordinance on 'the subject.
1946 Uniform Bldg.-Code not to be adopted:
City Attorney Karl Brooks stated that the 1946 Uniform
Bldg.-Code had been referred to his office and that said Code.
makes reference to several national standards which are incorporated
and made a part of the code but the standards themselves are'not
published. Upon inquiring of the Publisher as to where they
could be secured they.w ere advised that they are coming out
with a new Code which will actually publish the standards.referred
to Therefor proceedings on the adoption of a new code will be
held up until the new code is published.
The City Attorney was -asked to investigate the possibility
of including more than one street in an improvement_district,
to take care of a group of'streets in various sections of the
City which should be improved.
Traffic control
The recommendations of the Committee for Petaluma's Future
on traffic control were discussed without action. Councilman
Shoemaker- stated that he believed that before.parking meters are
installed that parallel parking should be tried on KentuckyStreet
to see if with the approval of the users of the street,.

Property tax collection:
The matter of turning over the property tax collection to
the County of Sonoma was discussed and taken under advisement to
be decided at the adjourned meeting of the Council on Dec. 10th.
CONS.IDERATION OF NEW BUSINESS
Christmas street decorations donation :'
Resolution #258 N.C.S.
introduced by Councilman 'Shoemaker, seconded by Councilman :Seidell,
providing for a donation of $499.00 to Petaluma Chamber of Commerce
for the Cityts share of the Christmas street decorations was adopted
by 5,affirmative votes, 2 negative votes, Councilman Kind and Myers
expressing themselves as being opposed to paying for a bill contracted
by agency and of which they had no knowledge.
