ROLL CALL: Present: Councilmen Deiss, King, Minogue,, Shoemaker,,and Mayor Woodson. ,Absent: Councilmen Myers, and Seidell. PETITIONS &,== ICATIONS: Public Notice from U.S.Army,. re extension of time for commencement of proposed vehicular tube and bridges across San FraTicisco Bay,- read and .filed. Communication from Stone & Youngberg, expressing appreciation for the endorsement by the City Petaluma of the 3,000" ".000. County Sanitation Bond proposal and expressing.regret that said issue failed to carry, read and filed, Applications for-building permits filed by Walter Oster; J. :S. McGaughey, and J. E. Larsen, were referred to the City Planning Commission for recommendation. REPORTS OF CITY OFFICIALS: Monthly report of the Librarian, read and filed. Recommendation of Planning Com. re G.W.Ruddock permit: Recommendation - from the City Planning Commission granting the. application of G. "N. Ruddock for the construction of a dwelling at 617 Keller St.. providing that a setback of 14 1 6" be maintained., read and filed. Mr. Ruddock appeared before the Council and requested that he be allowed to build two feet further out,in order to allow more space between his home and a retaining wall to the rear. The matter was discussed, whereupon' Resolution #260 N.C.S. introduced by Councilman Minogue, seconded by Councilman Shoe- maker, granting said application with a setback of 12 was adopted by 4 affirmative votes, 1 negative vote, and 2 absentees. Councilman :Shoemaker, member of the Planning Commission, cast the negative vote stating that Mr.. Ruddock knew of the wishes of the Planning Commission as to .the required setback when he built the retaining wall in the rear of his property. Otto K. Meyer applications: Recommendations of the City Planning Commission denying the two applications of Otto K. Meyer for building permits read, filed, and action deferred until hearings on the proposed new zoning' can be held. Resolutions on the applications introduced by Councilman Minogue, seconded by Councilman Shoemaker, were withdrawn. INTRODUCTION OF ORDINANCES: . Taxi -cab &.bus transit ord: Ord. 73 N.C.S. introduced by Councilman King, seconded by Councilman Deiss, entitled.,. 4° AN ORDINANCE REGULATING THE USE AND OPERATION OF TAXI - -CABS, AUTOMOBILE'S FOR HIRE-AND UPON THE.PBBLIC STREETS OF THE CITY OF PETALUMA; REQUIRING AND ESTABLISH- ING A PROCEDURE FOR THE ISSUANCE OF CERTIFICATES OF PUBLIC CONVENIENCE AND NECESSITY, PERMITS AND DRIVERS LICENSES; ESTABLISHING A PROCEDURE FOR THE SUSPENSION OR_REVOCATION OF CERTIFICATES OF PUBLIC CONVENIENCE AND NECESSITY, PERMITS AND DRIVERS' LICENSES`, FIXING PENALTIES FOR THE VIOLATION Or THE TERAS OF THIS ORDINANCE, AND REPEALING ' ORDINANCES IN CONFLICT HEREWITH. Prior to the introduction. of the ordinance,Attorney John Lounibos addressed the Council on behalf of the taxi -cab operators, voicing objections to : the permit fee of $60.00 per cab; the wearing of uniforms the authority of the Chief of Police to temporarily suspend permits; and the provision that not more than one fare be transported at one time.. Said objections were discussed and considered by the Council and the fee reduced to $30.00 per cab; the wearing of uniforms limited to caps and badges; - and the authority of the Chief of Police to suspend amended to require that a written complaint must be filed. No change was made in the'provision that not more than one fare be transported at one time. CONSIDERATION OF UNFINISHED BUSINESS: City Attorney Karl Brooks was requested to prepare an ordinance providing; for the turning over of the collection of city taxes to the County Tax Collector.
