READING OF JOURNAL: The minutes o e last regular meeting of Dec. 6 and the adjourn- ed meeting of Dec. 10; were read and approved as recorded. PETITI.ONS:, COM. &; PUBLIC HEARINGS_: Bids on new auto- Police Dept: : . This being the time set for opening bids for a new automobile for the Police Dept. the Clerk reported having received three bids and proceeded to open and read said bids from Hill Plaza Garage; Feickert & Forry,° and Chet Dickson. Bids for materials & equipment rental —none received.: This was the time set for opening bids for the furnishing of materials and the rental of equipment to be used for construction Of the Bridge St. bridge approaches but the Clerk reported that no bids had been received. Request for abandonment of Sheldon St. & port. of Broadway': Letter from H. T. Hatch, Supt. of Petaluma Public Schools, asking that ,Sheldon Street and a portion, of Broadway Street be abandoned in order to permit the Petaluma City High School-to proceed with its development program of its athletic and play- ground "facilities, read, filed, and referred to the Planning Commission for recommendation. Petition containing more than 900 signatures opposing the exclusion of animals and fowls from the City Limits, and request- ing a hearing on any proposed ordinance, read and filed.. In this connection Councilman Shoemaker stated that the proposed ordinance is to be a regulatory ordinance and he believed that it would be satisfactory to all concerned. Communication from the University of California re Institute for Traffic Training to be held in Berkeley,, Jan. 31 to Feb. 11; read and filed. The City Manager reported this matter had already been referred to the Chief of Police for recommendation as to availability of officer to attend the training. Letter from the Petaluma Chamber of Commerce expressing thanks for the help of the City Council in financing the Christmas decorations, read and filed. Announcement from the Petaluma Chamber of Commerce that Mr. Bob McT,4ullin,-County Assessor, will be present at the regular meeting of the Board of Directors of the Chamber of Commerce on Dec. 21, 1948 to clarify the new assessment role for the County of Sonoma, and inviting the members of the City Council to attend said meeting, read and filed. Request of the City Attorney for an increase in salary, read and filed. REPORT'S OF CITY 1 Claims and bills approved for payment by the City Manager, submitted and filed, whereupon Resolution #261 N.C. -S. introduced by Councilman Dess, seconded by Councilman King, approving said bills, adopted by 7 affirmative votes. REPORTS OF CITY OFFIC.IAL'S Opinion of City Atty. re liquor assessment refund: Opinion from City Attorney Karl Brooks, stating that under a recent decision, liquor licenses cannot be taxed as intangible personal property and that therefor, the ' illegal tax collection in the sum of $58..20 assessed against Henry Simoni should be refunded to him, read and fled,,:whereupon' Resolution 02'62 N.C.S. introduced by Councilman Deiss, seconded by Councilman King, ordering refund of 1947 -48 taxes in the' sum of $58.20 illegally collected from Henry Simoni, adopted by 7 affirmative votes. CONSIDERATION OF UNFINISHED BUSINESS: The matter of appointing an engineer or engineers to make a survey of the needs of the sewage disposal plant was discussed, it being the opinion of number of the Councilmen that it'would be well to have two engineers make a survey of the requirements® The matter was referred to the City .Attorney for preparation of an ordinance. The - matter of action on the applications of Otto K, Meyer for building permits was deferred until after a' joint meeting with the Planning Commission and City Council.. CONSIDERATIOU OF NEW BUSINESS: Mr® G R. Dougherty addressed ih_e Council that he is interested in applying to the City for a franchise td operate a bus transportation system in Petaluma. Intention of City to dele ate tax collection to County: Resolution 526'5 N.C.S. introduced by Councilman King',' seconded,by Councilman Minogue, entitled, "Resolution declaring the intention of the City to delegate dertain functions pertaining to the assess- ment and collection of municipal taxes to appropriate county officers and directing the City Attorney to prepare the necessary ordinance or ordinances to accomplish that result.!' adopted by 5 affirmative votes, 2 abgative votes® The matter of authorizing Captain Del Cole to attend the F..B. I school in Washington, D.C.: was discussed, and the City Attorney requested to prepare an ordinance appropriating money for said purpose.
