Regular meeting of the Council of the City of Petaluma called to
order by Mayor Woodson.

Present; Councilmen Deiss, King, Minogue, Myers, Seidell,
Shoemaker, and Mayor Woodson.
READING OF JOURNAL:
T e minut o the last regular meeting of Jan. 17 and the
adjourned meeting of Jan. 20 were read and approved as recorded.
PETITIMS, COP, . & PUBLIC HEARING'S:
Opening bids, plant mix & equip. rental:
This being the time set for opening bids for furnishing plant
mix and equipment rental for the Bridge ;St. bridge approaches, the
Clerk reported having received three bids and'opened and read said
bids. Thes were referred to the City Manager and Director of
Public Works for review. Following their recommendation,
Resolution #283 N.C.S.
introduced by Councilman 1}�yers, seconded by Councilman Deiss,.,
accepting th bid of Petaluma Ready Mix Concrete Co. for plant mix,
and the bid of M. Amaral for equipment rental, adopted by 7 affirm-
ative votes.
Endorsement of McKinley Sch. Ppty for recreational center:
Communications from the.Cinnabar P.T.A.; the Laguna Jt. P.T.A.;
Petaluma Woman's C lub; Petaluma Post 1929, Veterans of Foreign
1� Petaluma.Council of Parents and Teachers; American. Legion
Auxiliary, Unit #28 ;�- Lincoln Primary, P.T.A. endorsing the acquisit-
ion of McKinley School Ppty by the City of Petaluma for use as a
Recreational Center, read and filed.
Applications of Emil H. Volker; Bert Wheeler; Wm. .Dbis,'s ; and
S.S.Peck for building permits were read and referred to the City
Planning Commission for recommendation. The City Planning Commission
was asked to consider said applications as soon as possible in order
that construction would not be delayed.
Report of North Bay Division of , the League of California Cities
meeting at Vallejo on Jan. 14, 1949, read and filed. It- was not_ ed
that the City of Petaluma was second high in attendance record-.
Announcement of the Regional Basic TrainingSchool for Peace
Officers read, filed, and referred to the City Manager.
Communication from the Petaluma Woman's Club urging support
of procedure of clearing title to the Old Adobe in order that the
restoration „program of the 'State may be commenced as quickly as
possible, read and filed.
Petition for re- classification of ppty:
Petition signed by Tex. and TvZrs. C. Fred Momsen asking that
property owned by them at the corner of Fair and Western Ave. be
classified as C 1 rather than R -3 zone, read and filed.
Following the suggestion of Councilman Shoemaker, the
petitioners agreed to hold their request in abeyance until the
Council holds public hearings on the new zoning ordinance.
The City Clerk reported the filing of Affidavit of Puolication
of Notice of Intention to Circulate a Petition Relating to the
Annexation of Territory to the City of Petaluma, a municipal
corporation.

Monthly reports of the Police Judge; Auditor; and the
Treasurer, were read and filed.
Otto K. Meyer application for bldg permit:
Recommendation of the City Planning Commission that the
building permit application of Otto K. Meyer be granted with 12
set back, read and filed, whereupon

introduced by Councilman Deiss, seconded by Councilman Minogue,
granting said application, adopted by 7 affirmative votes.
Edith W. Savo application denied;
Recommendation of the City Planning Commission that the
application of Edith W. Savo for the construction and use of a
multiple dwelling at 414 7th St. be denied fo the reason that
it`does 'not conform to the proposed zoning ordinance, read and
filed whereupon; ' foll6wing - a discussion of the matter,

denying said application, adopted by 7 affirmative votes.
Report of J. A. Thayer, Director of Recreation,on State
Dept. of Education Conference on Recreation for Rural Communities
held at Berkeley Jan. 27 and 28, read and filed.
Report of Director of Recreation on the All- American
Redheads Basketball Game, showing a net profit to the General Fund
of '113.50, read and filed.
INTRODUCTION OF ORDINAIN CES :
Dodge Poorer Wagon for Fire Dept,:
Ord. 78 N.C.S. introduced by Councilman :Seidell, seconded by
Councilman n .Iinogue, entitled,
"An Ordinance to authorize the purchase of a one ton Dodge
Power Wagon for the Fire Department."
was read.and passed to print by 7 affirmative votes.
CONSIDERATION OF UNFINISHED BUSINESS
Councilman John King reported that his committee had decided
to recommend that action be deferred on the request of City Attorney
Karl Brooks for a salary increase until the new budget is considered
at which time it,will be considered along with other salary increases.
It was decided that the proposed rules of order and procedure
will be considered at an informal meeting of the City Council.
CON OF NEWT BUSINESS:
Outside sewer permit Ham 'Schoeningh
Resolution # 287 N.C.S.
introduced by Councilman Shoemaker, seconded by Councilman Seidell,
granting the" application of Ham Schoeningh for permission to connect
the property of tiiVm. Giacomini at Ellis & Madison Sts. with the
City Sewer'System, adopted by 7 affirmative votes.

Interpretation of Taxi -cab Ord.
The question of the interpretation of the taxi -cab ordinance
was discussed and referred to the City Attorney for opinion..
Traffic signals - action deferred.
Action was 'deferr-ed. on the proposed installation of traffic
signals at Kentucky & Western Ave:-and Kentucky andNWash Sts,
pending installation of parking meters.
Mayor Woodson stated that he believed the Council should
carefully consider projects before budgeting gasoline tax funds
as he believed the money should be accumulated toward the 'building
of a permanent bridge over the River on Washington Street, and
furthermore that it was the opinion of some people that the
proposed traffic signals would create a bottleneck for the movement
of traffic.
ADJOURNMENT:
There being no further business to come before the meeting,
the meeting was declared adjourned.
