21 February, 1949.
Regular meeting of the Council of City of Petaluma called to
order by Mayor,Woodson.
ROLL CALL:
Present: Councilmen Deiss, Minogue, Myers, Seidell, Shoemaker, and
Mayor Woodson.
Absent: Councilman King.
READING.OF JOURNAL:

.Open.., bids - "Power Wagon" Fire Dept.
This being.the time set for opening bids for a.one -ton power wagon
Dodge'Model P -126, the Clerk reported having received two bids and
proceeded to: open read said bids from Barnett Motor Co., Santa
,Rosa, and Chet Dickson, Petaluma which bids were referred to the City
Manager and Fire Chief for review and recommendation.
Letters from the Marin P.T.A. and the Washington Grammar P.T.A.
endorsing :acquisition of McKinley School property by the City for a
recreation center, read and filed.
Notification ,from the State Bd. of Equalization of applications
for alcoholic beverage licenses, read and filed. . .
Communication from Gordon A. Day, Scout Executive, expressing
his appreciation for the city's cooperation in making City-Government
Day a success for the Boy Scouts, read and filed.
Letter from James D. Ryan, Chairman, Recreation See. Youth Welfare
Conference, asking.. that John 'D. Thayer act as an Observer for the
Recreation 'Section of the County -Wide Youth Welfare , Conference to be
-herd in Martinez,. Mar. 19, read, filed, and the request referred to the
City,Manager after the Council had expressed itself as being in favor
of such co- operation between cities.
Communications from the League of California Cities on the
subjects of "Extension of Federal Social Security" and "Assembly
Bill No:' 73 read and filed.
Protest of Hein Bros. Basalt'Rock Co. of award to Petaluma Ready Mix.
Communication from Hein Bros. Basalt Rock Co. protesting the award
given to the Petaluma Ready Mix Co_. for approximately 300 tons of MC -3
Plant Mix, stating that said bid did not comply with the specifications
as advertised in the call , for bids,, read and filed.,
Said matter was discussed and it was agreed that,new bids should be
called for and that the specifications be modified by requiring that
the Plant Mix also conform to subdivision (b) of Sec. 26 of the State
Highway Standard Specifications� whereupon
Resolution #295 N.C.S.
introduced by Councilman Minogue,.seconded by.Councilman Seidell,
amending Resolution #283 N.C. S. to reject the bid of Petaluma. Ready
Mix Concrete.Co, for plant mix and directing the City Clerk to re-
advertise for bids.for said plant mix, adopted by 6 affirmative vot4s,
1 absentee.
REPORTS OF-CITY MGR:
CTalms approved for payment by the City Mamager were submitted,
whereupon _
Resolution #296 N.C.S.
introduced by Councilman Minogue, seconded by Councilman Seidell,
approving -claims (Nos. 2362 to,2466 inclusive) adopted by 6 affirmative
votes, l absentee.
Assignment of Personnel under dates of 11 and 14 Feb. 1949, read
and filed.
