SUBJECT: Resolution Approving the Final Map for the Phase II Northbank Subdivision
Project Located at 500 Hopper Street, APN: 136-690-009 (portion) and APN:
136-700-020 (St. John/Bates)
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving the Final Map
for the Phase II Northbank Subdivision Project Located at 500 Hopper Street, APN: 136-690-009
(portion) and APN: 136-700-020.
BACKGROUND
The Phase II final map for Northbank Subdivision is a 72 -lot residential subdivision located
within the Riverfront Subdivision project, adjacent to the Phase I project and mixed use portion
of the development as shown in Attachment 2. Riverfront Subdivision received tentative map
approval by the City Council on July 21, 2014. The Phase I Riverfront final map was approved
by the City Council on June 20, 2016. The Phase I Northbank, final map was approved by the
City Council on March 6, 2017. The Phase II Northbank Subdivision final map and
improvements have been reviewed and determined by City staff to meet all the requirements
necessary for the City Council to approve the Phase II final map.
DISCUSSION
Comstock Homes is requesting approval of the Phase II Northbank Subdivision final map. Phase
II includes construction of public improvements for a portion of the Caulfield Lane Extension
and new public streets serving the subdivision. The Phase II project also includes construction by
the developer of a 2.22 acre park parcel and dedication to the City of Petaluma. The Phase II
final map and subdivision improvement plans have been designed to comply with all conditions
of approval set forth in the tentative map approval resolution, other project related legislation,
and all pertinent City standards. The developer has met all requirements of the City to obtain
City Council approval for the Phase II final map. The developer has entered into the City's
standard subdivision agreement package and provided the required surety and insurance.
The developer is responsible for constructing the public improvements required as part of the
subdivision and, once completed and found in compliance with City standards, the improvements
will be dedicated to and accepted by the City. It is recommended that City Council approve the
subject subdivision final map.
FINANCIAL IMPACTS
The cost of reviewing and processing the final map and improvement plan applications for the
Phase II Northbank Subdivision are subject to 100% cost recovery. City impact fees will be
collected upon issuance of certificates of occupancy for the units as subdivision is built out.

RESOLUTION APPROVING THE FINAL MAP FOR THE PHASE II NORTHBBANK
SUBDIVISION PROJECT LOCATED AT 500 HOPPER STREET, APN: 136-690-009
(PORTION) AND APN: 136-700-020
WHEREAS, the Planning Manager and the City Engineer have reviewed the Phase II
final map of the Northbank Subdivision and have reported it to be in conformity with the
Subdivision Ordinance, and such reports have been forwarded to and reviewed by the City
Council; and
WHEREAS, the certifications required by law have been endorsed on said map; and
WHEREAS, the subdivision improvement agreement, surety and insurance certifications
covering the public improvements required for the Northbank Subdivision have been executed
and provided by the developer; and
WHEREAS, where a subdivider has not completed required public improvements prior
to submission of the final map application, Sections 20.24.360 and 20.24.370 of the Subdivisions
title of the Petaluma Municipal Code and Section 66462 of the Subdivision Map Act require
execution of a subdivision improvement agreement and submission of required security
guaranteeing the improvements prior to final map approval; and
WHEREAS, the City Council finds that the final map for the Phase II Northbank
Subdivision conforms to the requirements of this City's Subdivision Ordinance and is consistent
with and conforms to the general plan for the area; and,
WHEREAS, the City Council finds the Phase II final map is in substantial compliance
with the tentative map previously approved for the subdivision by Resolution No. 2014-127
N.C.S., the findings of which are hereby incorporated by this reference as if fully set forth
herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Petaluma:
1. That said Phase II final map of the Northbank Subdivision is hereby approved, provided
that the conditions, which have been previously set forth in Resolution No. 2014-127
N.C.S., incorporated herein by reference, shall be carried out; and,
2. The City Clerk is hereby authorized and directed to sign the certificate on said Phase II
final map certifying that the City Council has approved the same and accepted all streets
and other dedications thereon. The City Clerk shall thereupon cause said Phase II final
map to be recorded in the Office of the Sonoma County Recorder.
