HomeMy WebLinkAboutStaff Report 4.D 05/07/2018DATE: May 7, 2018 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dan St. Joh =RASCE — Director, Public Works & Utilities Jeff Stutsman;.E. — Senior Civil Engineer, Public Works & Utilities SUBJECT: Resolution Rejecting All Bids for the Fire Station 2 & 3 Restroom Separation Proj ect RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Rejecting All Bids for the Fire Station 2 & 3 Restroom Separation Project. BACKGROUND Fire Stations 2 and 3 provide emergency response coverage to the community as confirmed by a "Standards of Coverage" optimization study completed in conjunction with the Office of the California State Fire Marshal and the State Fire Training Academy. These facilities need modernization and reconfiguration in order to provide adequate accommodations for a diverse workforce. The project converts existing restroom and locker room space to better provide for gender and disability needs. The project, C00300405, was budgeted in the FY 17/18 CIP Budget for $150,000. It was apparent after design was completed however, that the project will be more costly than originally budgeted. The project was advertised, but only one response was received, at a cost that is several times the budget. It is recommended to reject the single bid and revisit the project during the next fiscal year. DISCUSSION This project, as designed, would reconfigure the restrooms and locker rooms at Stations 2 and 3 so each gender's space contains a shower and also includes ADA improvements as required by the State Building Code. Fire Station 2 currently has one full bathroom and one half bathroom. The existing full bathroom serving men has two showers with no privacy for changing. It would be modified to provide a single shower with an attached private changing area. The half bathroom, currently serving as a unisex office restroom, would be upgraded by adding a shower and ADA improvements. This bathroom would serve women and ADA needs for the station in the future. Fire Station 3 currently has two full bathrooms, one that was originally intended to serve ADA needs, and one half bathroom. One full bathroom, currently serving as the men's locker room, is in a separate area constructed 10 years after the fire station was built and is ADA compliant. This space would not be modified as part of this project. The existing half bathroom will be reconfigured with the adjacent storage closet to create a women's locker room and the other full ADA bathroom would receive ADA updates. The scope also includes asbestos abatement in both fire stations. The Notice Inviting Bids for the work was issued on March 8, 2018. On March 29, 2018, one (1) bid was received as follows: Name of Bidder CWS Construction Group, Inc Architect's Estimate Business Location Novato, CA N/A Total Base Bid $960,000.00 $126,000.00 The bid for the work is significantly higher than similar projects or the architect's estimate and is well beyond the City capabilities to fund at this time. It is anticipated that rebidding the project during a more favorable bid climate will help get a construction contract that is closer to the project budget. It is recommended that the project plans and specifications be modified where possible to lower costs and be rebid in FY 18/19. FINANCIAL IMPACTS The project is included in the FY 17/18 CIP Budget as C00300405 with an approved total project budget of $150,000 from TOT funds. Approximately $26,637 has been expended to date for planning and design. A revised CIP project is proposed for FY 18/19 with an increase in budget. ATTACHMENTS 1. Resolution NJ Attachment 1 RESOLUTION REJECTING ALL BIDS FOR THE FIRE STATION 2 AND 3 RESTROOM SEPARATION PROJECT WHEREAS, the City of Petaluma initiated this project with the intent to create more efficient and private restroom facilities; and WHEREAS, the project intends to provide shower facilities in separate restrooms; and WHEREAS, City staff prepared construction bid documents and advertised for construction of this Project; and WHEREAS, in accordance with the City of Petaluma Charter and section 4.04.080 of the Petaluma Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on March 8, 2018, and one (1) bid was received and opened on March 29, 2018, in accordance with applicable law; and WHEREAS, the bid received for the project exceeded the budgeted amounts; and WHEREAS, the bid exceeds the architect's estimate of market costs for construction. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Rejects all bids for the Fire Station 2 and 3 Restroom Separation Project. 2. Directs City Manager to prepare a modified CIP project for the FY 18/19 CIP and endeavor to rebid the project with cost-saving improvements when the construction climate improves.
