Animal control services will be reduced while other
proposals/options are pursued.
ACTION FOLLOWING AUTHORIZATION:

Memorandum
TO: Mayor & Council Members

SUBJECT: Humane Society Contract
The City entered into an agreement last year with the
Sonoma.County Humane Society to operate our Animal Control
Center and associated operations. The agreement included an
option for either party to terminate the agreement at the
end of the first year, otherwise it was a three year.
contract.. The Humane Society, citing an underestimate on
their part regarding their personnel expenses, opted to
terminate the agreement with a request to renegotiate a new
contract.
Staff identified three options:
1. Run the operation again with City employees as
previously done.
2. Look for another party to take over the
operations.
3. Renegotiate with the Humane Society.
Staff's first preference was to select another party to
operate the center and accomplish enforcement efforts. The
only other agency or firm capable of handling our scope of
operations was the Sonoma County Animal'Control Department.
Myself and the Police Department representatives met with
representatives of the Sonoma County Animal Regulation
Department regarding their interest in providing a full
range of services to the City. Although they expressed
interest in providing such services, they indicated that
they would not be able to provide us a contract until the
first of next year. Preliminary cost estimates from the
county were not significantly different than estimates
provided by the Humane Society.
City staff'met several times over the last few months
with the Director of the Humane Society in an attempt to
clearly identify the cost increases they were proposing and
to reach an agreement on a new two year contract.

The original three year agreement had the following
costs:
1989-90
1990-91
1991-92
$11,908.33/mo
$12,500.00/mo
$13,125.00/mo
Although their initial new proposal was significantly
higher and unacceptable to the City, the following two year
agreement is agreeable to the Humane Society and is
recommended to the Council:
1990-91 $14,525.17/mo (+$2,025.17/mo)
1991-92 Adjusted by the Bay Area CIP
The majority of the increase in cost is attributed to
the inclusion of a supervisor for the center. The Humane
Society originally attempted to provide supervision on a
part -time -basis out of their main office. The level of
service demands in Petaluma proved higher than they
anticipated which resulted in a deficit -in their operations
and led to their request to renegotiate their contract.
Staff is reviewing recommendations for a new fee
schedule for animal control services which will offset a
great deal of the increase in the contract. The budget
includes a sufficient amount to cover the cost of the
current fiscal year's Animal Control operations. Staff
recommends that the Council look at adjusting the fee
schedule for animal control services so that users of the
services pay for as much of the operation as possible rather
than having the service paid by the taxpayers in general.
We are satisfied with the contract as proposed and
recommend its approval.
