RECOMMENDATION: That Council approve Resolution to contract for Animal Control Services within the City of Petaluma with the Humane Society of Sonoma County for fiscal year 1989/90. BACKGROUND• Council authorized staff on April 17, 1989, to research alternatives to providing animal control services. R.F.P.'s have been sent out and returned. Attached is background information and a copy of the R.F.P. The committee that reviewed the proposals is recommending the Humane Society of Sonoma County be awarded a contract for animal control services. ALTERNATIVES• 1. Continue operations with City staff. 2. Award contract to Humane Society of Sonoma County. CONSEQUENCES OF NOT ACTING: City will attempt to fill Animal Control staff vacancies. Problems that have been explained in attached reports would continue. ACTION FOLLOWING AUTHORIZATION: Mayor or City Manager will sign contract and services will be provided by the Humane Society of Sonoma County, starting no later than August 1, 1989. PETALUMA POLICE DEPARTMENT Memorandum July 12, 1989 TO: Gene Beatty, Assistant City Manager FROM: Dennis DeWitt, Chief of Police SUBJECT: RECOMMENDATION TO CONTRACT OUT ANIMAL CONTROL SERVICES FOR THE CITY OF PETALUMA The purpose of this memo is to recommend that the City of Petaluma contract for animal control services with the Humane Society of Sonoma County. On April 17, 1989, the Police Department requested permission of the City Council to approve an R.F.P. concept to research alternatives to providing animal control services. The council approved the request and R.F.P.'s were sent out with a submission date of 2 p.m., June 16, 1989. Three R.F.P.'s were submitted. The bidders were Critter Control of Westland Michigan, Sonoma County Animal Regulation Division, and the Humane Society of Sonoma County. All three proposals covered the general areas outlined in the R.F.P. Some were more complete and detailed than others. A committee made up of John Scharer, City Manager, Dennis DeWitt, Chief of Police and Pat Parks, Police Captain, met with all three bidders on June 27, 1989, and June 28, 1989. All bidders were allowed to discuss their proposals and ask for any clarifications of unclear areas. Additionally, the committee asked many questions to be clear as to what each proposal contained. It is the unanimous recommendation of the above mentioned committee that the City Council accept the bid proposal presented by the Humane Society of Sonoma County. The current budget for the Petaluma Animal Control Center is $151.200 yearly. The Humane Society's bid is for $142,900 for fiscal year 1989/90. The Humane Society's proposal is for the same level of service we have been providing with minor improvements in some areas. The Humane Society's reputation is very good in this county and we anticipate no problems if the council awards this contract to them. Dennis DeWitt Chief of Police DD:bem
