RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH AECOM TECHNICAL
SERVICES, INC., FOR PROFESSIONAL ENGINEERING AND DESIGN
SERVICES FOR THE CAULFIELD BRIDGE AND EXTENSION PROJECT
WHEREAS, the City of Petaluma proposes to evaluate and prepare a preliminary design
for a bascule bridge and approach streets to connect Petaluma Boulevard South at Crystal Lane
to Caulfield Lane over the Petaluma River; and
WHEREAS, the construction of a Southern Crossing will accommodate additional
traffic flow from the new development and will provide a new link for pedestrians and bicyclists;
and
WHEREAS, the City proposed to initiate preliminary engineering, cost estimates, and
permit signing for the project, which requires the services of a qualified professional engineering
firm familiar with the project and experienced in design bascule bridge structures; and
WHEREAS, a Request for Proposal was prepared and circulated for Professional
Engineering and Design Services for Caulfield Bridge and Extension Project No. C16401824;
and
WHEREAS, two (2) proposals were received on December 6, 2017, and opened and
reviewed in accordance with applicable law; and
WHEREAS, an internal selection committee recommended AECOM Technical Services
Inc., as the most qualified firm to conduct professional engineering and design services for the
Caulfield Bridge and Extension project; and
WHEREAS, AECOM Technical Services Inc., has significant expertise in all areas of
bascule bridge design, permitting and have completed the recent design of the new Haystack
Bridge for Sonoma Marin Rail Transit; and

WHEREAS, the recommended proposal submitted by AECOM Technical Services, Inc.
from Sacramento, CA, is for an amount not to exceed $301,524.57.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:

1. Authorizes the City Manager to execute a Professional Services Agreement (PSA) for
professional engineering and design services with AECOM Technical Services Inc.,
in support of the Caulfield Bridge and Extension in the amount not to exceed
$301,524.57.
2. Directs staff to develop future amendments to the PSA for additional services
necessary for project completion as funding becomes available in accordance with
City purchasing policies.
Under the power and authority conferred upon this Council by the Charter of said City.
I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 7`h day of May 2018,
