HomeMy WebLinkAboutResolution 2009-003 N.C.S. 01/05/2009Resolution No. 2009-003 N.C.S. of the City of Petaluma, California APPROVING EAST WASHINGTON STREET PEDESTRIAN CROSSING PROJECT AND ACCEPTING PROPOSED PROJECT BUDGET, INCLUDING A TRANSFER OF $84,885 FROM C00500108 TO C16100902 WHEREAS, the proposed project will allow construction of mid -block pedestrian crossing improvements, on East Washington Street, at the Petaluma Ring Trail (a Class I trail near the City's eastern edge), with the safety emphasis on student commuters headed to Kenilworth Junior High School and Casa Grande High School; and, WHEREAS, the project represents an ongoing effort by the City and its school districts to evaluate school commute needs and improve traffic safety in school zones; and, WHEREAS, the project was developed by the City in partnership with the Petaluma City School District and the Petaluma Pedestrian and Bicycle Advisory Committee; and, WHEREAS, the project improvements eliminate a physical barrier for.school commuters and reduce students' exposure to conflicts with vehicular traffic, which could not be addressed through purely educational or enforcement measures; and, WHEREAS, the improved mid -block crossing will provide visual warnings to drivers that pedestrians/bicyclists are present, reduce the crossing distance with a pedestrian corral, and effectively reduce travel speeds through the traffic calming aspects of these improvements; and. WHEREAS, stafPsuccessfully applied for Federal Highway Safety Improvement Program funding and was awarded $509,310 toward the Gast Washington Street Pedestrian Crossing Project; and, WHEREAS, $84,885 is estimated to meet local grant match requirements, plus pay the City's overhead staff; and, Resolution No. 2009-003 N-C.S. Page 1 WHEREAS, sufficient funding for this purpose is available in Project C00500108, Traffic Mitigation Impact Pees to transfer to Project No. C16100902. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Amends the Fiscal Year 2008-09 Adopted Budget to include the East Washington Street Pedestrian Crossing Project C 16100902. 2. Authorizes a budget transfer in the amount of $84,885 from Project C00500108 to Project No. C16100902. Under the power and authority conferred upon this Council by the Charter of said City..
