Introduced by Councilman L 3 at an adjourned meeting of the City Council of tine City of Petaluma on the Sth dwy of September, 1950. 01n the 31st day of August, 1950, the City of Petaluma suffered an Inestimable loss by the ddath of its most outstanding citizen !, and the leader of its over-ment, the Honorable Jasper S_ I.VQodson who had served as M-ayor for thirteen years and as Council- man f or three years prior to his appointmant as Mayor on June 1., 1936. The 31reat confidence w1rich people of this cormMity had for mayor Aodson ii shown beyond question by his having be-1 to that high office without opposition at three elections 1937 194..1. and 1945,, and by again being returned to office by a substantial majority in the last election held in 1 This confidence and high esteem of the people of Petaluma was earned by Mr. 1 .7oodson as the result of his tireless work,, and his unusual ability in understanding the needs of the City and by skillfully causing appropriate legi to be formulated Bor the purpose of providing mans of meetin those needs. The record of these achievez can be found amon the numerous important ordinances and proceedings of the City Council during his long service from icKM up to.the time of his demi.se. The perform- ance of these adr--iinistrative and executive duties included active participation on the :3oard of Health; a constant study of the City's finances; frequent interviews 'with 'the differe officers and heads of departments in the City; and alm-ost dally attention to the numerous and varied comMaints and requests of the citizens. Je �3 His honesty in rnablic: office was beyond reproach.. and at no time during his of:ficl , �a life was there ever the slirphtest rumor or Intimation of any dishonest or dishonorable conduct. Ile was alvra.ys rreatly concerned about the necessity of -nain- taining the City' s ' :bntegrlty and protecting the interests .of the taxpayers. As a result of these important attributes, the City enjoyed an excellent financial rating and ryas always able to dispose of its bonds at a substantial premium. T:Iayor ,toodson relmta.tion and siuccess in public life was not confined to this City. He eras an ardent and active member of the Lee of California Citi and served that or as President of Its iIorth D Division,, as the Chairman of its Mayors' and Counil.r section and as a member of the Board of Directors. Dur9-ng his acts- vAties on behalf of the Leas ue he assisted in the adoption of Important leg- islation for the benefit of all the cities in the State. Mention should be made also of the active part he took in the social life of our City which .included membership in the local. 1 a.sonic lodge, the Order of Odd F'ellcus, the 11 order of 1es, the Elks Lodge, of wfhich he served as Exalted Ruler, the Rotary Club and the Chamber of Coerce of which he was a former President. Although the foregoing activities mould have been suffident to tax the ability and energy of an ordinary man, in addition thereto ': r. Woodson achieved su bstantial, su as an ex ecutive of the business establishments with Which he had bean connected, during and pri to activities as an Offic of the City.
