the consent of the menbers of the Council to the holding of said
;neeting , and the certificate of the City Clerk of the mailing cif
notices for said ^ieeting.
The purpose of the special meeting; being to adopt
resolutions submitting pro*�osals for a^iendments to the City Charter,

introduced by Councilman Ilinogpe, seconded by Councilman Shoemaker,
P:: MS K: Shall Section 24 of Article 6 of the
City Charter be amended to rear; as follows:
�.ection 24. Po,aers and Duties of City aiana er:
The City "a.na.�er shall be responsible to the Council
for the efficient administration of all affairs of
the city. IIe shall have the po,-aer, and It shall be
his duty:
a ---To see that. alb. laws and ordinances are duly
enforced, and he is hereby declared to be beneficially
interested in their enforcement and to have the power
to sue in the proper court to enforce there..
b-- .subject to the consent and approval, by res-
olution adopted by a majority of `the members of the
City Council, the-City E'ana „mer shall have poser and
it shall be his duty to appoint, discipline or remove
the following officials: Assessor, Treasurer, Tax
and License Collector, Director of 1 .�ablic "orks or
City Engineer, Chief of Police, Fire Chief, Street
superintendent, Paris superintendent, Director of;
Recreation and such other heads of depar't►1ents , ".or :offm
icials determined by the City Council. All sub -
ordinate officers and en.ployees . of the City shall
be appointed and be subject to discipline or removal
by the City l ;Ian: er and neither the Council nor antr
of its committees or members. shall dictate, either
directly or indirectly, the appointment, discipline
or . -. removal of any such subordinate officials or employ-
ees o f the City appointed by the City 11mager, or
in any monner interfere with him or prevent him from
exercisin his ovm jud.,., , ent In the appointment dis-
cipline or removal of such subordinate officer or
employee in the a(hiinistrative service. _xcept for
the purpose of inquiry, the council and its nembers
shall deal with the administrative service solely .
through the City Manager, and neither the Council
nor any member thereof shall lve orders to any of
the subordinates of the City .:tanager; including
said officers, department - ',heads, subordinate :officers
and employees, either publicly or privately.

The five Library Trustees shall be appointed to a term
not to exceed four years anC may be removed by a Majority
vote of the Council and one of such trustees moot be appoint-
ed by the council from its mui members.

departments, divisions, and bureaus of the city govern-
-ment, and over all appointed officers and employees thereof.

g--To prepare and submit to the council the annual budget.
h To I:eep th^ council at all times fully advised as to
the financial condition and needs of the city.

by him.
J--To devote his entire time to the duties and interests
of the city.

this charter, or be required by ordinance or resolution of
the Council.
He shall be charged with the general supervision of all
public utility companies insofar as they are subject to
municipal control; he shall keen himself fully informed as to
their compliance in all respects with the law, and he shall
see that all franchises granted by the city are faithfully
observed, he shall cause to be instituted such actions or
proceedings as may be necessary to prosecute public utility
companies for violations of lags, and revoke, cancel or annul
all franchises that r.�ay have been granted by-the city to
any person, firm car corporation, which have becone forfeitable
in whole or in part, or vihich for any reason are illegal and
void and not binding upon the city. The City Attorney on

City Charter be amended to read as follows:
:section 25. The Principal Appointive Officials:
The principal appointive officials of the city shall
be the City Clerk, City Auditor, Assessor, Treasurer, Tax
and License Collector, City Attorney, Director of Public
"Oorks or Engineer,, Police Judge.. Chief of Police, - Fire
Chief, Ctreet .`superintendent, Park Cuperintendent, Director
of Recreation and five Library Trustees.
The five Library Trustees shall be appointed to a term
