ROLL CALL:
Present: Councilmen Brovin, Holmes, ":Tinogue, Norwood,
Schvwobeda, Shoemaker, and 1:�yor 1Ryers.

The Clerk read the I "ayor t s call for meeting, the consent
of the members "of the Council to the holding of said meeting,
and the certificate of - ailing of said notices for meetin. .
RENT I. DECONTROL
1Favor : r-d stated that the Council had called the special
meeting to decide whether there no longer exists such a shortage
of rental housin- accomodations as to require rent control, and
that for.the purpose of determining 'this issue t e Council had
held a public hearini9 had called in the assistance of the office
of housinJ expeditor, 1lrho h ad made a survey in the City; and had
studied the findings of nei hborAn cities that had decontrolled,
and that he felt the decision which the Council had arrived at
to be fair and equitable.
The 1�ayor invited comments on the subject from those
present 1':1d s. T. ?:Mooney spoke calling attention to additional
local ads re rent accomodat'..ons. She also questioned the complete-
ness of the survey conducted by the representative of the Housi4rr
Expeditor.
No torments were offered by opponents of decontrol.
A poll of the Council was taken with the following comments
Councilman Shoemaker stated that he had given the matter
an exhaustive study durin the last feiv weeks and had prepared.. a
tiwil,ten statement, which was react by the City Clerk and placed
on files In his stmeme_it, Councilman Shoemaker enumerated
certain observations7stated.tha.t ...."Because of the foregoing
observation plus the fact that in the opinion of the City Attorney,
Petaluma, as an independent political subdivision, could re-
control rentals if the need ?_s indicated, nrom�ts the suggestion
that rent decontrol is desirable at this time.
Councl-1man Ero,m stated that lie had carefully wieghed the
evidence at the hearinT and had conducted an exhaustive invest -
at ion of the matter and lead studied letters received from other
cities on the subject and had thereby reached the decision which
- . -could be euident whe lie voted on the proposed reso
Councilman :lino rue stated that his. views were similar to
those expressed J_n the state �ent of Councilman Shoemaker; that
he hoped the landlords rwould not take advantage of the situation,
and that his decision in the r-sa.tter had been reached by evidence
presented by the local group and the Councilts study, and not from
any remakrs made by the outsiders rwho had represented the land -

Councilman Non expressed the thour;ht that he would
like to see the landlords regain control of their properties
and that inasmuch as Petaluru is the only area in the North Bay
which has not-decontrolled, that At could result in a slum area
for the entire north bay region.

Coinicil an Sehwobeda stared that he could not
conceive of any justificWGion for rent control six years
after the 'war is over and that tie felt if controls were
continued the City would develop Into a slum area.

wise and fair consideration of the matter.
