Resolution Approving a Cooperative Purchase with the National Joint Powers
Alliance of a Paving Patch Truck from PB Loader Corporation in the Amount of
$111,997.13 and Authorizing the City Manager to Execute all Documents
Necessary to Complete the Purchase
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving a Cooperative
Purchase with the National Joint Powers Alliance of a Paving Patch Truck from PB Loader
Corporation in the Amount of $111,997.13 and Authorizing the City Manager to Execute all
Documents Necessary to Complete the Purchase.
BACKGROUND
The Public Works and Utilities Department currently utilizes a 12 -year old gas powered paving
truck to perform skin patches and potholing operations. The existing truck has an undersized
engine which struggles to haul material up steep roads and only has a capacity of two tons of
material. This typically requires two trips to Santa Rosa to obtain an average days working
material. A heavier duty cab and chassis is needed to replace the undersized old truck. The
budget request to purchase a replacement paving patch truck was approved in the 17/18 budget.
DISCUSSION
The Department developed specifications for the replacement patch paving truck. The new
diesel -powered patch truck will enable the crews to haul five tons a load to meet the daily
average placement of material. This will save an average of $25,000 per year in labor and fuel
due to eliminating one trip. Staff researched various diesel engines with chassis set-ups. The
truck comes with a separate installed patch loader box, emulsion tank, and solvent sprayer with
reel to be ready to start operations.
Purchase of the specified equipment has been considered under the Petaluma Municipal Code,
Section 4.04.100, (Cooperative purchasing programs) which supports the purchases of supplies
and equipment made under a cooperative purchasing program with the state, county or other
public agencies that have been competitively bid and awarded. The City of Petaluma is a
member of the National Joint Powers Alliance (NJPA), which allows the City the opportunity to
access competitively awarded nationally leveraged cooperative purchasing contracts. Purchase of
specialized equipment provides better prices on state cooperative lists since local vendors do not
sell specialized equipment of this type. The price for the paving truck is $111,997.13 under the
NJPA cooperative purchasing program and is based on competitive bidding conducted by the
NJPA with a bid award to PB Loaders Corporation. PB Loader Corporation has met all the
specifications for the vehicle under the NJPA cooperative purchasing program.
FINANCIAL IMPACTS
The purchase price of the paving patch truck is $111,997.13. This truck purchase was approved
in the FY 17/18 HUT Streets Budget for $112,000 based on a preliminary quote.

RESOLUTION APPROVING A COOPERATIVE PURCHASE WITH THE NATIONAL
JOINT POWERS ALLIANCE OF A PAVING PATCH TRUCK
FROM PB LOADER CORPORATION IN THE AMOUNT OF $111,997.13 AND
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City of Petaluma seeks to purchase a replacement paving patch truck to
provide a needed maintenance platform for the Public Works and Utilities Department; and
WHEREAS, Petaluma Municipal Code section 4.04. 100 provides an exception to City
competitive bidding for purchases of supplies and equipment made under a cooperative
purchasing program with the state, county or other public agencies; and
WHEREAS, the Petaluma Municipal Code provides that cooperative purchases joined
will have been competitively awarded, and documentation as to the advantage of the cooperative
purchase will be retained; and
WHEREAS, the City is a member of the National Joint Powers Alliance (NJPA) that
supports cooperative purchasing, which allows the City the opportunity to access competitively
awarded and nationally leveraged cooperative purchasing contracts; and
WHEREAS, the lowest NJPA cooperative price meeting specifications for the paving
patch truck was submitted by PB Loader Corporation for $111,997.13; and
WHEREAS, the purchase price for the equipment is the result of a competitive bidding
and award process; and
WHEREAS, this cooperative purchase allows the City the opportunity to access
competitively awarded nationally leveraged pricing; and
WHEREAS, the purchase of specialized equipment provides better prices on state
cooperative lists since local vendors do not sell specialized equipment of this type; and
WHEREAS, funds in the amount of $112,000 were included and approved in the fiscal
year 17/18 budget for the purchase of the paving patch truck.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby approves the cooperative purchase of the paving patch truck from PB Loader
Corporation, and authorizes the City Manager to execute all necessary documents to complete
the purchase.
