SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing
the Classification and Pay Range of Airport Maintenance Worker
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Establishing the Classification and Pay Range of
Airport Maintenance Worker.
BACKGROUND
The Petaluma Municipal Airport is a 24-hour operation, offering users numerous benefits such as
a 24-hour self -fueling island, aircraft and pilot services, and rentable hangers and tie -downs. The
Airport is staffed by one full-time Airport Division Manager and up to four part-time Ramp
Attendants. Historically, the Airport has utilized part-time Ramp Attendants, however, this has
posed a continuous challenge by causing high turnover and the constant need for training new
employees. The proposed Airport Maintenance Worker classification will help establish stability
and drive down turnover within the division.
DISCUSSION
Airport staffing consists of one full-time benefited employee, the Airport Division Manager, and
up to four non -benefited part-time employees. Part-time Ramp Attendants work different hours
based on City needs and personal schedules but roughly average 16 hours a week each. The
constant change in part-time employees has created a persistent cycle of recruiting and re-
training, negatively impacting the overall operation of the Airport. Establishing a full-time
benefited Airport Maintenance Worker position will support long-term employment by
incentivizing part-time incumbents.
The proposed Airport Maintenance Worker classification has been evaluated by Bargaining Unit
2, American Federation of State, County and Municipal Employees ("AFSCME"). AFSCME has
reviewed the job description and salary recommendation and supports the establishment of this
new classification.
The attached position classification summarizes major responsibilities and sets minimum
qualifications. The attached resolution establishes a salary range for the position. In setting a
salary range, both the external market and the internal pay structure were considered. Regarding
the external market, a survey was conducted of comparator public agencies. Private airport
operators were not surveyed. With respect to internal parity, comparable positions, such as Parks
and Street Maintenance Worker I, are paid between $45,427.20 — 55,182.40 annually. The hourly
wage for the part-time Ramp Attendant is $16.80 or $34,944.00 per year. The hourly rate of
$21.84 - $26.53 and an annual salary range of $45,427.20 — 55,182.40 is recommended for the
Airport Maintenance Worker, and the recommended salary is comparable to similar maintenance
positions within the Unit.
Hiring a second regular full-time position for the airport will allow seven days per week
coverage during normal operations and will allow a reduction in hours needed for a part-time
Ramp Attendant. It is anticipated that the Airport Division Manager will continue to work
Monday through Friday while the Airport Maintenance Worker will work Wednesday through
Sunday. A part-time Ramp Attendant will be kept on for approximately 16 hours per week to
provide backup during busier operating times and to provide coverage in the absence of regular
full-time employees.
The proposed action has been recommended by the Airport Commission.
FINANCIAL IMPACTS
The total annual compensation for this position, including salary and benefits, is approximately
$85,334.71 — $97,573.24. The recommended salary range for the Airport Maintenance Worker is
$45,427.20 — 55,182.40 annually, which is below the labor market average. The Public Works
and Utilities Department anticipates decreasing the number of part-time Ramp Attendants, which
will account for approximately $34,250 in costs savings per year. The initial net increase to the
Airport budget is approximately $51,084.71, and funding for the position is included in the FY
18/19 Budget.

PLAN BY ESTABLISHING THE CLASSIFICATION AND PAY RANGE OF
AIRPORT MAINTENANCE WORKER
WHEREAS, the City wishes to keep its Classification and Compensation Plan
current and amendments or revisions to the Classification and Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated to the classification of Airport
Maintenance Worker (as attached hereto and marked Exhibit A); and,
WHEREAS, the pay range for the classification of Airport Maintenance Worker
as listed below is hereby recommended, effective with the adoption of this Resolution.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma:
1. Approves the amendment to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the Personnel System.
2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel
Rules and Regulations (Rule N- Classification and Rule V —
Compensation) and, that the notice of this action has been properly posted.

Airport Maintenance Worker
Summary
Perform activities, tasks, and functions involved in the maintenance, repair, cleaning, operation,
administration, and security of the Petaluma Municipal Airport and related City owned facilities
to support a 7 -day per week operation.
Class Characteristics
General supervision is provided by the Airport Division Manager; responsibilities may include
the indirect supervision of support staff and/or contract operations, repair and maintenance
services; may serve as the Airport Manager in his/her absence.

Duties:
Perform a variety of operations and maintenance activities and functions involved in the safe,
efficient, and orderly operation of the Petaluma Municipal Airport, including related City assets
and facilities.
Meet with airport users and interested parties and provide information regarding fuel operations,
tie -downs, hangars, airport facilities, parking, and related information governing airport
facilities, use, and service, including Federal Aviation Administration (FAA) regulations and
local policies and procedures regarding ground traffic, air traffic patterns, and safety rules and
regulations.
Enforce safety and operating rules and regulations.
Maintain transient aircraft ramp; direct aircraft parking; tag transient aircraft; collect fees and
issue receipts for airport charges; check parked aircraft for proper tie -down and chocks; conduct

Inspect airport property regularly to ensure cleanliness, orderly function, and overall good
appearance of grounds and facilities, including removal of obstacles and debris from runways,

Perform routine and preventative maintenance and repair tasks for airport facilities, buildings,
equipment, and landscape such as weed and grass control, painting, trash pickup, electric bulb
replacement, concrete repair, and minor electrical, mechanical and plumbing tasks.
Perform routine janitorial and cleaning tasks for City facilities and restrooms.
Perform pest control operations using Integrated Pest Maintenance (IPM) techniques in
accordance with direction of City's IPM coordinator.
Operate and perform maintenance of light equipment such as tractors, pickup trucks, mowing

aviation gasoline (AVGAS) or jet fuel; operate mobile fueling truck and stationary fueling
station within the airport property; perform daily safety inspections, testing, and documentation
of fueling systems, including fuel quality and equipment operation to ensure safe and reliable
fuel operations.
Maintain accurate records and files regarding work performed and airport activities; maintain
records on airport supplies, facilities, services, and equipment utilization including traffic, hangar
rentals, fees, and airport supplies.
Maintain equipment, supply, and material inventory; pickup and restock supplies as needed.
Receive and resolve complaints from the public or airport users regarding noise and operational
issues when able; provide information to public and airport users and maintain accurate customer
service records.
Notify proper emergency response organizations and Airport Division Manager in the event of
an emergency and provide assistance as directed; operate fire extinguishers during aircraft
emergencies; assist in locating source of Emergency Locator Transmitter (ELT) signals.

Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to use hands to finger,
handle, or feel; reach with hands and arras; and talk and hear. The employee is frequently
required to stand, walk, and sit. The employee is occasionally required to climb or balance;
stoop, kneel, crouch, or crawl; and smell. The employee must occasionally lift and/or move up to
50 pounds. Specific vision abilities required for this job include close vision, distance vision,
color vision, peripheral vision, depth perception, and ability to focus. While performing the
duties of this job, the employee is occasionally exposed to outside weather conditions, wet and/or
humid conditions, moving mechanical parts, fumes or airborne particles, toxic and/or caustic

Must be available to work holidays and weekends as needed, outdoors in various weather
conditions, and afterhours for fuel callouts.
