Regular meeting of the Council of the City of Petaluma called
to order by Mayor McFadden..
ROLL CALL
Present: Councilmen Deiss, Gervason -i, Ingerson, Myers, Penry
Woodson, and Mayor. McFadden.
READING OF THE JOURNAL:
The minutes of the last regular meeting of April 20th were
read and approved as recorded.
REPORTS OF OFFICERS:
The Auditor reported the apportionment of ,$46,604,.53 from the
Unapportioned.Fund.to the various funds entitled thereto.
The monthly reports of the Auditor, Treasurer, Police-Judge,
Wharfinger, and Pou.ndman, were read and filed:
The report of the Garbage Inspector for the period from March
ls't to May 1st, 19256, was read and filed.
REPORTS OF STANDING COMMITTEES:
The Finance Committee submitted its report, whereupon,
Resolution #4487 C.S.
introduced by Councilman Gervasoni, seconded by Councilman Woods.on;,
directing the Auditor to draw warrants (Yos. 2461 to 2602,inclusive)
against the various`C3ty.Funds in payment of claims allowed and
approved by the Finance Committee, adopted by 7 affirmative votes.
PETITIONS AND .COMMUNICATIONS:
Resolution adopted by the Board of Directors of the Redwood'
Empire Association expressing a.ppr.ecia -ti and, thanks to all those
in Petaluma who contributed to the success, of their recent semi- annual
meeting, read and filed.
INTRODUCTION OF ORDINANCES:
Ordinance No. 44 C.S.. introduced. by Councilman Woodson,
seconded by Councilman Ingerson, amending Ordinance No. 239 C.S. by
adding thereto S °eati.ons 51A and 51B, imposing,a license upon painting
contractors, was read,, 'approved the City Attorney, and
Resolution #4488 C.S.
directing that said ordinance be published once in full in the
Petaluma Argus - Courier, the official newspaper of the City of Petaluma,
within sufficient time to permit the adoption thereof at the regular
meeting''of' the Council on May 18th, 19.36, adopted by 7 affirmative
votes.
ADOPTION OF ORDINANCES
Ordinance No.. 446 C.S. introduced by Councilman Gerva•soni,
seconded. by Councilman Woodson., providing for the creation of a special
gas tax street improvement.fund, in accordance with the provisions
of Article 5,, Chapter 1, Division of the California Street's and Highways
Code, came up regularly and was adopted by 7* affirmative votes.
NEW BUSINESS:
uggested parallel parking on Washington St..& Wes °tern Ave:
Mayor TvlcFadden ,cs.11ed the attention of the Council to the
fact that the 'Traffic Department is about to repaint parking lines
on the streets and asked the opinion of the City Council regarding
the adviseability of providing parallel parking at thi -s time on
Washington St, and Western Ave.
The majority of the Council expressed' themselves as favoring
this change and the matter Was left in the hands of the Street
Committee, Chief of Police, and Councilman Woodson to consult, with
the Secretary of the Chamber of Commerce for an expression from.
the Merchants Committee.
Contributions' t.o Spanish American War Vets. &: Eagle Gonvention:
Councilman Woodson reported the re;que.st from a committee of
the local lodge of Eagles for a contribution of $4.0..00 to I be used
in a page of Welcome in the program for the Eagles Convention.
The matter was discussed and Councilman Deiss spoke on behalf
of the Spanish American War Veterans asking for a c'ontrib.ition of
$75.00 to help d.e.fray the expenses of the Memorial Day exercises, .
It being the consensus of opinion that these tivo requests
should be granted it was moved by Councilman Wood,sonl seconded by
Councilman IvIyers, that the City grant the requests .o.f the Eagles Program
Committee and the Spanish American War Veterans for contributions -
resolutions directing the Auditor to draw the necessary warrants therefor
to be presented at the next regular meeting. I}Totion carried and so
ordered..
Broadcasting Unit Ordinance:
A dis�cus!.sion was had regardin =g the possibility of adopting
an ordinance licensing, or prohibiting the use of broadcasting units
as a means of advertising.,, and the City Attorney was asked to prepare
a draft of a suitable ordinance for review at the next regular meeting.
City Attorney Brooks reported that the claims recently referred to
him for refund of taxes-had been reviewed by him but that Attorney
Zr6mwell, representing the claimants, had asked that his formal opinion,
bn the_ matter be deferred.
City.Engineer Gonzalez reported on the progress being made in
the. matter of widening IMain Street, stating that the job will be done
for less than the estimate and will be completed within 15 or 16
weeks instead of the estimated 20 weeks.
