Regular meeting of the Council of the City.'of Petaluma called to
order by May()r. Woodson.
ROLL CALL:

Peters, and Mayor Woodson.
READING OF mI JOURNAL:
The minutes o. he last regular meeting ,of January 4th were read
and approved asi recorded.
REPORTS OF STANDING COMPlIITTEES:
T he Finance Committee u m tted - its report, whereupon-
Resolution #4585 C.S.
introduced'by Councilman Gervasoni, .seconded by Councilman Myers,
directing thE� Auditor to draw warrants (Nos 1662 to 1'783' inclusive)
against the:various City Funds in payment of claims allowed and approved
by the Finance Committee, adopted by 7 affirmative votes.
PETITIONS AND COMMUNICATIONS:
C`Ommunicati.on from the .Poultry ,Producers of. Central California,
stating that George Moore of the Petaluma Box Corporation had called
attention to the need of more fire protection in the vicinity of
his factory and their proposed mill, was read, filed, and referred to the
Board of Fire Commission.
Letter from. the Union Oil Co. re approaches to their service station
at•3rd and D S.tre.ets, read and .filed. Latter brought-up under the
head^of New business and referred to the Street Committee.with rower to
act.
Protest of professional men re'business license:
Petitions from 14 attorneys, 13 physicians, and 17 dentists protesting
against Ordinance No. 460 C. S. read-and filed:.
NEW BUSINESS:
Complaint re shut -off of water:
Mayor'Wocds;on reported that he had. been called upon by citizens
of Linda Vista Subdivision, who complained to him that their supply of
water had been completely shut off on January 15th, from 8:30 A. M.
to approximately 8 :30 P.M. and that it had been necessary for them to
carry water for their domestic use. He stated that the matter should
be taken under consideration by the Council with the object in'view
of bringing the complaint to the attention of the Railroad Commission.
Protest - .Business License Ordinance:
Referring to the matter of the petitions filed by the professional
men in protest of Ordinance No. 460 C: S., the Mayor opened the subject
and explained that. the - purpose of adoptin.g this ordinance was to produce
rev6nue necessary improvements. such as the water rate investigation,
the continuation.,of the WPA projec - ts, the employment of an engineer to
submit plans and specifications for a sewage disposal system, etc.,
and that the ordinance calls for a small license on local business. and
pr-o.f es sl ona•1 men and. a somewhat higher rate of Ii e ens,e on fi rms doing
busi -ness in Petaluma but not having a fixed place of business here.
Attorney Leroy Lounib�os addressed the Council on behalf of a group
of independent truck owners who had previously petitioned the Council
to permit them to come under section 16 of the ordinance rather than
subdi vision 27. The matter had been taken under consideration by
the Council and was later brought up'Under the head of Unfinished Business
and on motion by Councilman , Penry, seconded by'Councilman Gervasoni,
the petition denied. Motion carried and so ordered.
Attorney Charles McGoldrick, representing the doctors, dentists,

and attorneys, addressed the Council s`ta.ting .tha,t the group he
represented believed the ordinance to be unconstitutional and
an unjust burden on the professional group inasmuch as the
ordinance did not benefit that•partcular group. He further
started that they were contributing great deal to the community
by way of�rvice they render w thout compensation.
Att.orneys Howell and Do added their protests to those of
Attorney'McGoldrick.
On the suggestion of Councilman Penry` the matter-was taken
under consideration.
Request for emergency fund for Petaluma General Hospital:
Attorney McGoldrick again addressed the. Council, on behalf
of the Petaluma General Hospital, asking that the Council
consider the matter of creating an emergency fund for the purpose
of reimbursing the hospital for emergency cases that are „unable
to pay for hospitalization.
Councilman Myers suggested that the matter of the business
license ordinance be settled first; before the Council considered
the creation of additional ex- penditures.
City En.gi�neer Gonzalez reported progress in the construction
of the , Thompson. Creek tub
Councilman Myers requested that the City Engineer- have the
zoning map ready. for presentation at the next regular - meeting of
the Council.
