HomeMy WebLinkAboutStaff Report 3.E 06/18/2018r z85$ DATE: June 18, 2018 TO: FROM: SUBJECT: Honorable Mayor and Members of the City Council through City Manager Scott Brodhun, Assistant City Manager Resolution Approving the Purchase of Playground Equipment for Miwok Park RECOMMENDATION It is recommended that the City Council adopt a Resolution Approving the Purchase of Playground Equipment for Miwok Park. BACKGROUND The City of Petaluma has made significant efforts to assure that playgrounds meet ADA standards and Consumer Product Safety Guidelines. Playgrounds that are deemed inadequate are replaced as funding becomes available. Thirteen play structures have been replaced as part of the multi-year Playground Replacement CIP, and the most recently replaced play structure in Arroyo Park was completed in May of 2017. Playgrounds that still require replacement are located at Miwok, Bond, Grant, McDowell, and Anna's Meadow Parks. In addition, playgrounds at Wiseman, Kenilworth, and Westridge Parks require new ground cover for increased safety and accessibility. Miwok Park, located on St. Francis Drive at St. Andrews Court, is the next priority for playground replacement. Miwok Park's existing equipment consists of three independent play features installed in approximately 2,248 square feet of play space surrounded by a two foot tall cinderblock perimeter. The playground features a pair of swings and a climbing component which are sized for five to twelve year old children and a metal slide sized for two to five year old children. The bucket seats were stolen and remain missing awaiting this replacement, and the metal slide is poorly oriented and is too hot for use during the summer months. Other components have been removed due to safety concerns. DISCUSSION Selection of the proposed play equipment included review and input by the Petaluma Mothers Club, and specifically members who reside within the vicinity of Miwok Park. Chub representatives and Recreation staff met to review options and unanimously selected the recommended play structure. The Play Booster design structure is manufactured by Landscape Structures Inc., and consists of a post -and -clamp system combining ground level components with climbing events and overhead activities designed specifically for children age five to twelve. The playground design includes two independent play towers connected by a unique Flex Climber net component that also serves to functionally bridge the gap between the two towers during play. Each tower features separate climbing components and a slide. The playground will also have two independent play features, a Stand -Up Spinner and an Oodle Swing which is designed to comfortably seat between four to six children and accommodate transfer points for both wheelchair users and those who may rely on walkers. The existing sand surfacing will be removed and replaced with a 3-1/2" inch thick poured -in-place rubber surface system which meets the fall height requirement throughout the entire place space. The play structure is distributed by Ross Recreation Equipment (RRE), located in Santa Rosa, CA, who has furnished and installed play structures in numerous Petaluma parks over the years. Petaluma Municipal Code Section 4.04.050 provides an exemption from the City's competitive bidding requirements when the commodity can be obtained from only one vendor. Sole -source procurement is necessary in order to purchase the specific choice of play structure type and components. RRE is the exclusive local distributor of Landscape Structures Inc., the manufacturer of Play Booster equipment. Landscape Structures Inc., Play Booster equipment, including the Oodle Swing and other unique and independent features, are an exclusive set of play equipment components. Landscape Structures Inc. playground equipment matches the City's needs for age appropriate equipment, includes varied and unique features, is consistent with other recently replaced playground components and will provide continuity with both replacement parts and in the implementation of a standardized maintenance schedule. The Recreation, Music, and Parks Commission (RMPC) toured playground sites in April 2017, and expressed support for the prioritization of the Miwok Park play structure replacement. At the May 16, 2018 meeting of the RMPC, staff provided a presentation that included a description of the process to select the play equipment and provided an overview of the final playground options. The selection of equipment was also supported by the Commission. RRE has submitted a proposal to supply the subject equipment and surfacing for a total cost of $117,716.18 including installation. The pricing is consistent with recent prices for playground equipment and is the same as the pricing available through California Multiple Award Schedules, which is a cooperative purchasing program managed by the State. The proposed action meets Council Goals: "Plan for and implement priority capital projects as funding permits". FINANCIAL IMPACTS The purchase price of the equipment and surfacing is expected to be $117,716.18. The FY 17-18 CIP Budget for this Playground Replacement (000400205) is $130,000. Funding sources are $68,000 derived from savings from the refinancing of bonds, and $62,000 from a Housing Related Parks Program Grant. ATTACHMENTS 1. Resolution 2 Attachment 1 RESOLUTION APPROVING THE PURCHASE OF PLAYGROUND EQUIPMENT FOR MIWOK PARK WHEREAS, to meet accessibility needs and to provide safe park equipment for the public's use, the City has maintained a consistent effort to conduct playground replacement as funds are available; and WHEREAS, the FY 17/18 Capital Improvement Program budget includes the Playground Replacement Project (CIP Project C00400205) with an approved project budget of $130,000; and WHEREAS, Miwok Park play structure is in need of replacement and is identified as the City's highest priority for playground replacement; and WHEREAS, the Petaluma Municipal Code 4.04.050 allows that bidding procedures may be dispensed with when the commodity can be obtained from only one vendor; and WHEREAS, a sole source procurement is necessary to meet the specific choice of play structure type and components; and WHEREAS, Landscape Structures Inc. is the manufacturer of Play Booster playground equipment which uniquely matches the City's needs for age appropriate play equipment and variety of features; and WHEREAS, Landscape Structures Inc. Play Booster equipment consists of a post-and- clainp system combining ground level components with climbing events and overhead activities designed specifically for five to twelve year old children; and WHEREAS, Landscape Structures Inc. Play Booster equipment, including elements such as the Oodle Swing, are a unique set of play equipment with components and features not available on other play systems; and WHEREAS, Landscape Structures Inc. equipment is consistent with other recently replaced playground components and will provide continuity with both replacement parts and in the implementation of a standardized maintenance schedule; and WHEREAS, Ross Recreation Equipment is the exclusive local distributor of Landscape Structures Inc. playground equipment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma makes the necessary sole source finding for the purchase of the subject equipment from Ross Recreation Equipment to meet the specific needs of the park and park users, in accordance with Petaluma Municipal Code Section 4.04.050, and authorizes the City Manager to execute all related documents to purchase and install one Play Booster 5-12 play structure and surfacing for the Miwok Park playground, for an estimated total amount of $117,716.18.
