Corey Garberolio, Finance Director SUBJECT: Resolution Approving the California Governor's Office of Emergency Services Designation of Applicant's Agent Resolution for Non -State Agencies for the Purpose of Obtaining Certain Federal Financial Assistance under Public Law 93-288 RECOMMENDATION It is recommended that the City Council approve the California Governor's Office of Emergency Services (OES) Designation of Applicant's Agent Resolution for Non -State Agencies for the Purpose of Obtaining Certain Federal Financial Assistance under Public Law 93-288. BACKGROUND The October 2017 California Wildfires, FEMA Disaster #DR 4344, burned more than 5,000 structures in Sonoma and Napa Counties. The City of Petaluma provided assistance to the local authorities and the evacuees in the form of law enforcement and fire personnel deployment and the opening of shelters as well as an Emergency Operations Center. The claims for reimbursement of costs incurred by the City of Petaluma have been formally submitted to FEMA, CalFire, the County of Sonoma and the Sonoma County Sheriff's office. DISCUSSION The OES resolution is required for obtaining federal financial assistance under Public Law 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act. The filing of the Resolution, Designation of Applicant's Agent Resolution for Non -State Agencies, must be authorized by the City Council. FINANCIAL IMPACT The OES resolution is required in order to receive reimbursement. The City has submitted claims for a total $503,576. The original loss estimate was $638,944, however, no reimbursement is allowed for carpet replacement or lost rental revenue at the Community Center, and regular time is not reimbursable for miscellaneous employees, only overtime. The City will be reimbursed for all response time, regular and overtime, for emergency services. ATTACHMENT 1. Resolution 2.
