SUBJECT: Introduction of an Ordinance Amending the Text of Chapter 3 entitled
"Development And Land Use Approval Requirements" of the Implementing
Zoning Ordinance, Ordinance 2300 N.C.S., to Add Inclusionary Housing
Requirements; Adoption of a Resolution Increasing Inclusionary Housing In Lieu
Fees.Payable As Required by Program 4.3 in the City of Petaluma's General Plan
2025, 2015-2023 Housing Element As Adopted by Resolution No. 2014-190
N.C.S. and Replacing the Housing In Lieu Fees Set by Resolution No. 2003-241
N.C.S.; and Adoption of a Resolution Increasing the Commercial Development
Housing Linkage Fees Pursuant to Petaluma Municipal Code section
19.36.040(C) and Replacing the Commercial Linkage Fees Set by Resolution No.
2011-071 N.C.S.
RECOMMENDATION
It is recommended that the City Council continue these items to the following dates: Resolutions
increasing the In -Lieu fees and the Commercial Linkage fees to the July 2, 2018 Council
meeting, and the zoning amendments to the August 6, 2018 Council meeting.
BACKGROUND
Proposed General Plan and Zoning Ordinance amendments implementing the City Council's
direction regarding the inclusionary housing policy were reviewed by the Planning Commission
on June 12th. After discussion, the Planning Commission elected not to recommend the
amendments and requested more time to discuss Petaluma's inclusionary housing policy and the
amendments. The Commission also requested a joint workshop between the City Council and the
Planning Commission to discuss the City's inclusionary housing policies and the proposed
amendments.
These items were noticed for a public hearing at the City Council's June 18, 2018 meeting with
the required public notice being published in the Argus Courier. To permit a joint workshop
before the City Council takes action on the draft zoning ordinance amendments, it is
recommended that the items agendized for tonight's meeting be continued to the following
Council agendas:
Adoption of a Resolution Increasing Inclusionary Housing In Lieu Fees Payable As
Required by Program 4.3 — July 2, 2018 City Council meeting
Adoption of a Resolution Increasing the Commercial Development Housing Linkage
Fees Pursuant to Petaluma Municipal Code section 19.36.040(C) — July 2, 2018 City
Council meeting
Introduction of an Ordinance Amending the Text of Chapter 3 entitled "Development
And Land Use Approval Requirements" of the Implementing Zoning Ordinance,
Ordinance 2300 N.C.S., to Add Inclusionary Housing Requirements — August 6, 2018
