ROLL CALL: Pre ent: Councilmen Deiss, Gervasoni, Ingerson, Myers, Penry, P'eter's, and Mayor Woodson. READING OF THE JOURNAL: The minutes o° e last regular meeting of July 5th and the spec -ial meeting of July 11th were read, and approved as recorded. REPORTS I OF OFFI__CERS: The C.Ier7 reported the filing of Affidavits of Publication of Notice of` Meet - ng of the Board, of Equalization; of Ordinances No.. 490 and 491 C;S.; and of Notice to Bidders re for 'Thompson Creek. The Monthly report of the Chief of Police was "read and filed. REPORTS OF STANDING. CQIJIMITTEES; The Finance Commit t su mi ttled its report, whereupon Resolution #4843 C;.S'* Introduced by Councilman Deiss, seconded by Councilma-n Gervasoni., direct- ing the Auditor to draw warrant's (Nos.,173 to 279 inclusive) against the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 7 affirmative votes. Mayor .to execute, deliver and seal the same; directing the City Attorney to secure the approval of the Federal Emergency Administrati of .Public Works to said changes, " came up regularly and was adopted by 7: affirmative: votes. Ordinance No. 491 C.S. introduced by Councilman Penry, seconded by Councilman Peter's, entitle:d., ."An Ordinance o,f the City of Petaluma consisting of the construction by the Works Progress Administration of the United States of America of a storm drain in said Thompson Creek, from • the :southerly sides o'f , Fourth Street to Third Street; providing for the purchase by the City of Petaluma of certain materials required in said improvement work which said Works Progress Administration requires to be purchased by said City; adopting the plan of said improvement work and the specifications. for materials to ber furnished by the City there- for, prepared by the City Engineer ,and filed with the City Clerk," came up regularly and was. adopted by 7' affirmative votes. NEW BUSINESS: p6rUhg bida materials for Thompson Creek tube: This being the time s.et for opening bids for materials to be- furnished for the Thompson Creek drainage tube, the Clerk reported having . received eleven bids and proceeded to open and read said bids which were taken under advisement until the adjourned meeting , of the Council to ' be held on .July '20, 1.938. .Re Salary of ,H. K. Brainerd: Agreement between the City of Petaluma, Harry Neville Jenks, and Herbert K. :Bra.inerd, was, read and filed, whereupon Resolution #4844-G.S. introduced by Councilman Gervasoni, seconded by Councilman Myers., appr- -ov- ing said agreement and authorizing the Mayor to execute, seal., and deliver said contract for and on behalf of the City, adopted by 7 affirmative votes. .Re- agreement with A. Soda & Son to permit two shifts of workmen: Resolution #484.5 C.S. introdu °ced by Councilman Penry, seconded by Councilman Peters, approving the agreement dated the ,18th day of July, 1938, between the City of Petaluma and A. Soda & Son, changing the'specifications and contract documents to read," =The foregoing schedule of per diem wages is bas d upon a working day of eight hours from Monday to Friday,, inclusive, " - adopted by 7 affirmative votes. With regard to Resolution #4845 C.,S. City Attorney Brooks stated that it was for the purpose of. permitting' A. 'Soda & Son to , use two shifts of workmen. Attorney Brooks further stated that a letter had been written to Mr. Soda asking that he appear before the Council and state the progress of hi.a job- and -`what likelihood there i's of his contract being completed before September 15th. Mr. Soda was present and stated that he realized that the time is getting short and that he has 'not made the progress anticipated owing to unforseen conditions but that with- 'the approval of the two shits of workmen by the City of Petaluma and PWA that he exPeCts to complete his c +ontract by September 15th. He further- "stated that if he received more co,- operation from the: engineering department in laying out grades he could proceed more' rapidly with the work. In reply to this City Engineer Gonzalez stated that he is several days ahead of the contractor on-work previously designated by Mr. Soda but that he could .not be expected to give grades without reasonable notice. Agreement between P. G. & E. & City (riser -pole) Res'-- olution, #4846 C.,S. introduced by Councilman. - Penry, seeonded approving that certain agreement between Ele.&. Co. and the 'City of Petaluma dated 1938, covering the use of a pole of said for a service riser- pipe':,, and directing agreement for and on behalf of the City, tine votes,. by- Councilman Peters, the Pacific Gas & the 18th day of July, Company by the City the. Mayor to sign said ,adopted by 7 affirma- Request of 'Fred J. Early. Jr. that the minimum wage, scale by fixed f °or the. occupation of welders,-read and filed, whereupon Resolution #4847 C.Z. introduced by Councilman Penry, seconded by Councilman Peters, fixing the per diem wage scale and hourly wage rate for welders, adopted by 7 affirmative votes. Re Parallel parking:: Mr. Ernest Nielsen, Mr. George, Mr. A. F Tomasini °and Mra °M. Goldman addressed the meeting asking that the Council reconsider the matter of parallel parking, stating that enough time had, been given for a fair trial of the' method Hof - parking and that they'ha -d suffered a loss of business as a result and were. still 'receiving numerous, complaints from their cubt-omerrs. A discussion was had of the matter, Councilman Penry suggesting that a change from the two hour parking limit to a one hour parking limit would provide .many more parking spaces. C- ouncil man Myers and Peters stated that they, were.not convinced that the parallel parking should be changed. Councilman Dens expressed. himself as hei,n°g in favor of returning to diagonal parking. No action was taken.. UNFINI SHED BUSINESS: - The matter off` the building of a .road from Lakeville Highway into the new treatment plant was referred to the Street Committee for further investigation. The C=ity Engineer -was directed, to bring in .estimates of cost for the improvement of Copeland. - Street and for the Copeland Street Bridge. .'The Street Committee was asked to investigate the problem, of sewerage for the B,ltmore Plant. The City Attorney was directed to prepare, an ordinance prohibiting any sewer line from being run directly into Petaluma River; requiring business places having 'certain industr. -'a1 wastes to obtain permission before connecti-on with sanitary sewers'; and requiring the discontinuance of the use of sanitary sewers for private house surface water drains. Mt. View Ave storm drain project: Mayor Woodson reported that to date $156!5.00. had been deposited by property owners for- the curbs, gutt: on Mt. Vi:ew and that the balance needed must 'be�-in..the hands of the Clerk by Wednesday afternoon at '5 o'clock, ADJOURNMENT,: The meeting was adjourned to Wednesday July 20, 1938, at 7:30, PiM,.
