The Librarian's report for the month of August was read .
and filed.
The Clerk reported the .filing by. the Superintendent -of
Streets of certificate of posting ,noti.ces of the passage of
Resolution -4886 C;S,, headed "`Noti;ce of Public %ork" along the
line of the alley lying a,ppr.oximately midway between 5th and 6th
Streets and extending from "H" to "V Street.

RESOLUTI - ON NO. 4908
BE IT'RESOLVED by the City Council of th.e.City of Petaluma:
WHEREAS, the contractor, Oakland Sewer Construction Company,
employed in the construction of that certain Project for the City
of Petaluma designated Under P.W.A. Docket No. Calif. 1671 -DS,
has filed herein a written request that the. provisions of the
contract for the construction of said Project be waived insofar
as it
. effects the failure of the contractor to comply strictly
with the said contract in regard to the 8 -hour day, the 40 -hour
week k, and Saturday work, as spe:cifi:ed in. said request which Js
on file in the .office o:f the City ,Clerk and is hereby incorporated
by reference in this resolution; and
WHEREAS, it appears to this body that the work mentioned
in said request was emergency work required by special and unusual
circumstances., in that the work was "required because. of lts nature
and in that if it were not done when and as required it would
endanger the public, and it appears that the said emergencies
could not be avoided or f orsee:n;
IT IS HEREBY DETERMINED that the work and the Saturday
work mentioned in the said request of the contractor, on sa:d Project,
was reasonably required in emergency, and because of special and
unusual circumstances arising from the na -ture of the Project.
I'T IS FURTHER DETERMINED that the request of the contractor
for a waiveraof the strict compliance the.said provisions of
the construction contract for said Project be granted.
PROVIDED, HOWEVER. that this, resolution be .approved by y
waiver of 'the s,aidnon- compliances if such they be., by the
Federal Emerg Administrator of Public Works.
IT IS FURTHER RESOLVED that three copies of this resolution,
in excerpta: of the::se minutes, be transmitted t'o the said Federal -
Emergency Administrator of Public Works, as a request for approval
by him of the action hereby taken, and for his action in accordance

Resolution in memory of Chris M. Riewerts
introduced by Councilman Inger on, seconded by Councilman Peters,
was read and unanimously adopted,.
Re - catchbasin N. Fair & Western..Avenue.
A group of property owners headed by Mr., Russell Harmon addressed
the Council again requesting that a catchbasin be placed at the corner
of Western Avenue and N. Fair Street, which intersection floods during
the - rainy sea , s,on each year. The matter was referred to the Street
Committee and Superintendent of Streets for investigation with power
to act.

Street Sweeper:
Mayor Woodson reported thatmembiers of the Council had
witn'e'ssed. a demonstration of the Austin We'stern Street Patrol
Sweeper that afternoon. He a:,ske that, the Street Committee
give the matter of purchasing a sweeper further consideration
and bring in their recommendations to the City Council.
Councilman Penry reported that F. Street, from. 3-rd to
Sth Straet is in need of new curbs and gutters and suggested
that, the work be done as a VVPA project at a slight cost to the
City. It was also suggested that said street be Widened by
cutting b6L-ak the sidewalks. The matter was referred to the
Street Clommit-tee and City Engineer for esItimat;es of cos -t and
plans' for the work.
The Finance Committee was ,granted further time to bring
in aomparative figures of' -s,eirvices 'wi and without the City

Copeland St. Extension:
An informal discussion was had with property owners
adjac,ant to the proposed Copeland Street improgemeryt, The.
,City Engineer was direc to 'revise his e,stimates of c-6st,
part! cularlyVith t�ogard to rights of' way cost,s. Mayor'
Woods!on appointed the Street Cozmkttee and. Finance C'ommittee
to interview the property owners from' whom it will be necessary
to obtain rightz of way and secure definite estimates.
