Re! , employment of alien by Manuel Smith: The City Attorney reported that Manuel Smith. Contractor on Unit "D” , had employed .Manuel Santos as a pi:p.e jointed. on Said Project. on August- 10, 11, 12, 13, 15, 16, 17, 18, 19 and one; -half day on August 22, and that on August 22', said contractor was advised that Manuel Santos was an alien and'had 'thereupon t dscharged him. The employment of Manuel Santos constituted a no and was reported to the City.'by the PWA. The City'-Attorney further reported that on October 31, 1938,, the Attorney' for Manuel Smith. filed with the City, an affidavits regarding the, employment of Manuel Santos in which.. he stated that' he di.d not know that Manuel 'S'ant;o's was an alien and that as ":soon as he discovered. that fact he di :scharged him,-. _ The C'ty•Attorney presented a resolution waiving said non- compliance which was laid on the table pending an investigation of the ma -tter by the 'Street Committee.. Soda,& Son. Brooks recommended the adoption of a resolution accepting Unit "C", whereupon. Soda.& Son, City Attorney Brooks stated that it was his contention that the City should not author'iz'e any payment to A. Res,iden t­. _ Inspector,. _The Ci,y,_Attorn.i3y further stated that the filing of such duly certified estimate would permit the payment t6 the'contractor of the amount due, less - the 10%. retained, les7s any claims that have been fil-ed against the contractor at this time. Mayor Woodson stated that the matter would .be laid over ,such time as the claim of the contractor has been .,filed in the proper manner so as to meet the approval of the City Attorney. R. Mr'. Y., C. Soda Waa prezent and hear'd the 'discussion regarding the payment of his claim. UNFINISHED BUSINESS: Mayor Woods'on asked that the office of the City Trea: ur" s er give some thought to the re- investment of funds in the Mc Park Fund,. The matter of the request of St. John's Lutheran Church for tax exemption on its pars,ona was held in abeyance,..
