' Re - distribution of City Charters: Resolution #4980 C..S. introduced by Councilman Gervasoni, seconded by Councilman Myers, directing that the mimeogra,phed.copies of the City-Charter recently secured •for this 'City be , placed in the custody of the City Clerk who shall have the -right to distribute the; same among any officials of this:Git.y Who shall wish the same, and further resolving that the City Clerk may loan copies of said Ct y Charter to persons other than officials of the City .upon their deposit of the sum of $3.00 which shall he forfeited to the City of Petaluma upon their failure to return. the same within 10 days thereafter, adopted by 7 affirmative votes 7A Project for Kenilworth. Park Mayor Woodson reported that the Park Commission desires the Ct ' y to sponsor a project under the : National Youth Administration for the improvement of Kenilworth Park., which project will employ 12 men and will run about $1903.00, the cost to the City however to be only $65.00 for materials' to be used. Mayor Woodson asked that the Street Committee co- operate with the Park Commission in -the carrying out of this project. County Board of Health:: Dr.- linnamon of the County Board of Health addressed the Council asking that the City Council pass a resolution requesting the Board of Supervisors to take over the health matters in this City. Dr: 7innamon . explained that this would not interfere with the function of the local health department but would cover all sanitary mea ores as laid down by the State law. He said that the passage of this resolution was necessary in order that the County Health Nurses would have the privilege of working in this City, and that while , it would mean the taking over. of the work of keeping the vital statistics it would not mean the enforcement of the local health ordinances. The matter was discussed and it was the consensus of opinion that no action be taken on the :r.hatter pending the more complete study of the a.dviseability of transferring certain powers from the local Board of Health to the County Board of Health:... Superintendent of-. Streets reported that the oiling of-the crossings at 5th and C and 6th and 'C Streets would be'eomm'enced immediately. Mr. Carl Peterson addressed the Council asking that steps be taken to have the Lakeville Highway to the Black Point Cutoff marked with , a white traffic line as a safety, aid to .Petaluma residents who trafel this highway daily to and from Mare Island.' '.Mayor Woodson. -offered to take this matter up with the County Board of Supervisors. UNFINI'SHED,BUS "INESS K St. Opening: T 'e S' ree Cominit'tee was granted further time to report on the opening o:f K Street On this subject the City Attorney reported that he had s , e.cured title reports on the property to be deeded to the City for ,Street $urposes. Licensing of bicycles: City Attorney Brooks reported that he had dust received several model ordinances on the licensing of bicycles but as yet had had no opportunity to review them with the rest of the committee. Further time was, granted the committee. The matter of moving the City Pound was,re- referred to the Buildings and lGrounds committee, with power to act.., Councilman Deiss stating that the Committee had personally viewed the location for the temporary quarters and were satisfied with it but felt that some shade trees in that `location should be cut down before the pound is moved. Garbage Contract: Mayor Woodson. called the attention of the Council to the fact that the contract for the collection of garbage and' rubbish expires on June 14, 1939. He stated that the present ordinance regulating the hand'-ling of garbaga and rubbish is not entirely. satisfactory to the housewives and asked that the Garbage Committee review the ordinance= and bring in a re.port of changes to bia made,. . May or WoodsLoh, su'ggest6d that the wrapping of wet garbage be permitted and that only .one - container br required for both garbage 'and - rubbish. He further stated that theinew ordinance should be revised. in time to be made the basis of the now 6ontrac't. Biltmore Contract: Mayor Wb6ds,on 'brought tip the matter of the contract for the,-,,aisposal of garbage which Was originally made 7 with Edwin Garewe for b term of 25 years. Mayor 'Woodson stated that in his opinion 'this c should be terminatied Inasmuch as the plant is not now receiving 'the -garbage but zending it to the- hog farm. He stated that he believed this contract should be terminated prior to the issuance of'a contract for the collet, tion ,of garbage and rubbish. He referred the matter to the Cit Attorite7 requesting that he take the necessary st to cancel. the' contract contract and if,necessaryi- to obtain legal assistance in the matter.. Mayor Woodson further reported that the Biltinore Plant is still ae"Lring Into the City Sewer 'although they have been notified to disconnect said line.
