Fair ,Street, a: delegation of prop•,erty''owners on said street being present and expressing their "wish` t'o •have said street improved. as a Vi.P.A. , project, the lower cost of fhe improvement under such method,, making it possible to improve the entire .street, the frontage owned by pr:opert.y owners who are unable to pay for said work, to b e ,assessed to the balance of the property owners.,. " The estimate of cost submitted by the City Engineer was reviewed:, Councilman Penry pointing ou that -the items of lumber.. and adv isin&and miscellaneous, costs, had been omitted from said estima' hat any deposit to be advanced `by the property owners should be increased ,substantially over the amount -.of the estimate 'of cost in order to take care of possible increases in actual cost. It was the consensus of opinion that the improvement be made under a Wi-P.Ai project, whereupon,. Councilman Berger, moved, :seconded by Councilman Peters, that the Gity.sponsor the - improvement of N. ;Fair .Street as a W',.P-.A. project with the proviso that the 'City Engineer revise his estimate and that 10% additional be paid into the City Treasury and held in escrow for said work', any amount in.excess of actual cost to be refunded to the property owners. Motion carried and so ordered, Pair Jack. Batey., representative ; of Labor Local #48£3, addressed the Council; objecting to the..improvement of said street as a W.P.A. project, contending tnat ; said , work should go to private contractors for the employment of'union men.. It was pointed out that unless this particular improvement could be done as a W.R.A. project it Would too costly to be borne by the property owners under private contract Re' collection of wet garbage Mx. Vern .Peck, Mr. B. P. George, and Mr.. J.. Paul Sales ; representing a group of hotelmen vegetable markets,, restaurant's and hatcheries, addressed the Council asking that some relief be given them in the cost of collecting garbage from their places of business, -They stated that ,garbage from said establishments is valuable merchandise from which they could derive as substantial revenue inst6ad of having to pay for ,it•s removal,.. Mayor Woodson assured the delegation that the matter would be given every consideration when.the new garbage ordinance is.drafted. The matter of removing-the large trees around the Public Library and.replacing the curbs and sidewalks was referred to the Street Committee with power to act.- Re Auditorium at- Kenilworth Park: Mr. E. A. Nilson, President of the 4th District Agricultural Association addressed. the Council and formally presented a request for .financial assistance in the way of a 45000.00 contribution for the building of a structure at Kenilworth Park.. He also submitted said request irl the form of a letter which stated that the Fair Board. has some $50.00 available ,for said purpose and has reason to believe that if the City Will contribute a like amount, the State' of California. will contribute from Pari Mu .l funds an amount equal to both these funds. that-is X10,000, : so that the Fair Board would have available for the construction of.-- a:-suitable. the sun Of g20,00.0. The matter Was discussed and referred to the City Attorney, fora legal opinion as to whether or not the City can legally contribute funds for this - purpose.,, the memters, of the City Council expressing ' themselves as being in favor of said expenditure if it can bejlegally ac,c`'omp`lished, Mayor Woodson,, pointed out, however, that should the 50.0.0. be contributed by the City that i.t will mean an increase ofs 7 cent s in the tax .rat,e next year. City Attorney Brooks a sked for, further time -in which to prepare an opinion on the matter an,d`ii was decided t:o'meet on Monday, January 22nd, 1040, to reach a conclusion in the matter. Dolph. Young, Secretary of the Chamber of Commerce, urged action on the, revision 'of the license ordinance to require carnivals, circuses, etc. to secure a permit before showing in Petaluma. Mayor Woodson asked that the City Attorney and members, of the Council give, the- matter further consideration.. UNFINISHED BUSINESS. Councilman neiss reported that the present Pauncman and Janitor w .ill resign his position on March 1, 1940. City Attorney Brooks was asked to prepare papers for the appoint- went of successors to said positions The matter of building; a tennis court. in Oak Hill Park - was laid on the table pending an opinion from the City Attorney as to whether or not the City Can financially assist_ said project out of its general funds.
