HomeMy WebLinkAboutResolution 98-217 N.C.S. 10/19/1998 Resolution No. ss-21~ N.C.S. of .the City of Petaluma, California 1 RESOLUTION ADOPTING THE APPROPRIATION LIlVIITFOR 2 FISCAL YEAR 1998-99 3 4 5 WHEREAS, the people of California on November 6, 1979, added Article XIII-B 6 to the State Constitution placing various limitations on the appropriations of the State and local 7 governments; and 8 9 WHEREAS, the State Legislature adopted Chapters 1.205 and 1342 of the 1980 10 Statutes which implemented Article XIII-B; and 11 12 WHEREAS, the people of California on June 5, 1990 amended Article XIII-B 13 effective July 1, 1990; and 14 15 WHEREAS, the provisions of the amendments have been interpreted by a 16 coalition of statewide organizations, and the organizations have issued through the League of 17 California Cities revised guidelines to recalculated the appropriations limit; and 18 19 WHEREAS, 7902 of the Government Code provides the process in which to 20 calculate the appropriations limit and 7910 of the Government Code requires cities to adopt a 21 resolution setting the annual appropriation limit at a regularly scheduled meeting or a noticed 22 special meeting; and 23 24 WHEREAS, the City ofPetaluma has:complied with the provisions of Article 25 XIII-B in determining the appropriations limit for Fiscal Year 1998-99; and 26 27 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 28 Petaluma that: 29 30 1. The annual adjustment factors used to calculate the FY 98-99 appropriations 31 limit shall be the estimated change in FY 97-98 non-residential assessed valuation 32 due to new construction (15.93%) and 1998 City population (2.53%). 33 34 2. The FY 98-99 appropriations limit shall be $53,131,152. 35 36 3. The FY 98-99 appropriations subject to the appropriations limit is $15,644,899. Under the power and authority conferred upon this Council by the Charter of said City.
