CERTIFICATION AND RECOMMENDATION 6 BY THE SONOMA COUNTY PLANNING COMMISSION TO THE 7 SONOMA COUNTY BOARD OF SUPERVISORS TO APPROVE 8 PROPOSED IMPROVEMENTS AT THE CENTRAL DISPOSAL SITE 9 10 11 12 13 WHEREAS, the County of Sonoma, Department of Transportation and Public Works has 14 prepared an Environmental Impact Report for the proposed Central Disposal Site Improvements 15 Program that includes (1) expansion of the Central Landfill, (Z) a household hazardous waste facility, 16 (3) soil bioremediation services, (4) recycling area improvements, (5) a compressed natural gas fuel 17 plant, and (5) a public tipping building; and 18 19 WHEREAS, the landfill expansion will provide additional landfill capacity .for Sonoma 20 County residents in acost-effective and environmentally protective manner; and 21 22 WHEREAS, the household hazardous waste facility will provide convenient and regular 23 appropriate disposal opportunities for Sonoma County residents, thereby reducing illegal disposal of 24 these toxic materials with potential public health and environmental damage; and 25 26 WHEREAS, the soil bioremediation service will provide acost-effective and environmentally 27 safe alternative for local businesses for disposal of contaminated soils; and 28 29 WHEREAS, the improved recycling area will increase the conservation of resources, thereby 30 saving trees, energy, and other non-renewable resources; and 31 32 WHEREAS, the compressed natural gas fuel plant will reduce the need for petroleum fuels 33 and provide air quality benefits; and 34. PagC 1 Of 2 1 WHEREAS, the new public tipping building will decrease litter, dust, and odors associated 2 with landfill operations; and 3 4 WHEREAS, the proposed projects will provide significant public and environmental benefits, 5 far exceeding the impacts remaining after mitigation measures are implemented. 6 7 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma urges the Sonoma 8 County Planning Commission to support and approved the following improvements: a landfill 9 expansion, a household hazardous waste facility, a gas fuel facility, a soil bioremediation facility, and 10 operational improvements for the Central Disposal Site Improvement Program to the County of 11 Sonoma Board of Supervisors. 12 13 14 15 16 17 18 19 reso 20 im2v9athax) Under the power and authority cronferred upon this Council by the Charter of said City.
