SUBJECT: Resolution Authorizing the Purchase of One 2018 Ford Interceptor from Folsom
Lake Ford in the Amount of $33,207.83, Plus an Estimated $8,000.00 for the
Purchase of Standard Accessory Equipment, and Authorizing the City Manager to
Execute All Documents Necessary to Complete the Purchase
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving the Purchase
of One 2018 Ford Interceptor from Folsom Lake Ford in the Amount of $33,207.83 plus an
Estimated $8,000.00, for the Purchase of Standard Accessory Equipment, and Authorizing the
City Manager to Execute all Documents Necessary to Complete the Purchase.
BACKGROUND
The proposed action is for the replacement of one of the Police Department emergency vehicles
that was involved in a collision on May 25, 2018. The vehicle, a 2008 Dodge Charger, had
approximately 96,000 miles. After the collision, the vehicle was totaled by the insurance
company with a value of $7,366.83.
DISCUSSION
As a result of the collision, the Police Department emergency vehicle requires replacement. The
model type of the replacement vehicle is based on the manufacturer who has the contract with
the State of California at the time of purchase. Ford has been awarded the State of California
contract. The State bid was awarded to Folsom Lake Ford and purchasing is available to local
agencies under the same contract terms.
Petaluma Municipal Code section 4.04. 100 provides that purchases made through a cooperative
purchasing program with the state, county or other public agencies are exempt from provisions
of Chapter 4.04 of the Petaluma Municipal Code which require the City to conduct its own
competitive bid process. The benefits of cooperative purchasing include better pricing, better
delivery timelines, and the avoidance of the expense and time associated with conducting a bid
process. In this case, the vehicle specifications in the State bid will meet the needs of the Police
Department.
FINANCIAL IMPACTS
This purchase will be made with funds from supplies savings within the FY 17-18 budget.
Proceeds from the insurance payoff of the 2008 Dodge Charger totaled in the collision will be
deposited into the General Fund. The estimated expenses of standard accessory equipment will
come from the FY 18-19 budget.

THE PURCHASE
WHEREAS, the City of Petaluma Police Department has identified a need to replace a patrol
vehicle and proposes to purchase one Ford Police Interceptor patrol vehicle; and
WHEREAS, the City has determined Folsom Lake Ford holds a competitive bid contract with
the State of California for the 2018 Police Interceptor vehicles; and
WHEREAS, Petaluma Municipal Code section 4.04. 100 provides that purchases made through a
cooperative purchasing program with the state, county or other public agencies are exempt from
provisions of Chapter 4.04 of the Petaluma Municipal Code, provided there is documentation as
to the advantage of the cooperative purchase; and
WHEREAS, there is an advantage in purchasing the requested patrol vehicle through the state
cooperative purchasing program because of better pricing, better delivery timelines, and the
avoidance of the expense and time associated with conducting a bid process.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL HEREBY:
(1) Approves the purchase of One 2018 Ford Police Interceptor from Folsom Lake Ford in
the amount of $33,207.83, plus an estimated $8,000.00 for purchase of standard
accessory equipment; and
(2) Authorizes the City Manager, or his designee, to execute any necessary agreements and
documents to complete the purchase of the vehicles and related equipment.
