The annual report of the .audit of the books o.f the City of Petaluma was
submitted by D.. F. Begley,, Public' Accountant, and placed on file.
The annual report of the Board of Library Trustees submitted and placed
on file.
The annual report of the Board of Health was submitted and filed.

Communication from the Poultry Producers of :Central Calif, asking permission
to have Bayliss. Gray and Copeland Streets surfaced, read and filed. The matter
was discussed and referred, to the Street Committee and City Engineer for immediate
attention.

Salary changes - Eo`liee Officers.'

of each of the members of the Police Department who has served less than one year,
at the sum of 450400 per month, and the salary of each of the members of the Police
Department;, except the Chief and the Captain, who has served more than one year,
at the sum of $170.00 per month, commencing on September 1:,. 1942,-° adopted by 6.

and City Clerk to, sign -that certain agreement with Pacific Gas & Electric Co. and
The - Pacific Telephone and Telegraph Coinpany;a which relates to the permission given
by said companies, to said City to use two certain,pole's of said Companies for the
purpose of maintaining thereon-s -id City °:s air raid warning - sirens and wires and
appliances connected therewith adopted by 6 affirmative votes., 1 absentee.
Re - 'leave of absence for employees:
Councilman Berger brought up the question of whether' or not the City
should grant leaves of absence to employees who wish to go into defense work, stating
that. it works ;a. hardship on the departments, because it is very difficult to find men
Who. are „to fill the vacancies for only one year's time. Chief Peters suggested
that leaves; be granted for the duration the war emergency, rather than for one year's
time; The 'matter• was dscussed.and'taken under advisement.

Tax rate $1 060':
Mayor. Woodson reported that the Fi=nance Committee :h6e.
reviewed the budgets for the coming year and had agreed upon a rate of $1._60
for the. year 19142 - I43. It was the opinion of the Council that this rate
be established by resolution at -the next meeting, and the Auditor was
authorized to proceed- with the figuring of the assessment roll..
Dr..,'N. &. Randall., Gity Health Officer, addressed_ the; Council
calling- attention to the unsanitary condition of the-City Jail,._ The matter,
was referred to the Buildings and Grounds Committee, with power to act..
UNFINISHED BUSINESS:
Councilman King reported that Mr. C. B.. Young, of ahe. Sea - Scouts
had requested financial assistance from. the Cit,y'to the extent of- furnishing
gasoline to patrol the River as a Defense activi=ty. The ;matter 'was discussed
and referred to the 'Defense Council. ,
Re park'ing' for cars in vicinity of Bus Depot' and P. 'O9?;
Councilman Penry' reported that he .had contacted`Mr. B. P..
George ' and had gained hiss permission to use his lot on 14th 'Street. for 7&
parking lot. He also reported that he'had.been :promised by Mr. Norton 'of
the scrap iron drive, that the old :iron and scrap metal would be removed
from the 'lot at once. The matter wws left in. the hands . .of the Street.
Committee to do what is necessary to make the lot suitable for�the parking
Of cars..
The Street Committee was granted `further time to report
on the regi e.st of property. owners. for the mproverient of` :G Street-, between
6th and 8th. Streets.
Councilman King reported that the; owners of the'Bi'ltmore.'Plan't
are�anxious•to have the roadway from the Highway to the. plant improved,
Inasmuch a's.the County had agreed.to do this work,;Mayor Wo_.odson stated that
he would write to Supervisor Knight regarding it..
The'Insurance Comm=ittee was granted further time in which to
report oil 'the matter of group insurance for the city-employees,
City Attorney Karl Brooks reported on his findings with
regard. to legislation re.the.,,keeping of barking dogs, pointing out that
it i s a. difficult matter to legislate. The subject was dscussed.and
taken Wider-advisement.
Councilman Berger brought up the'matteis of the investment
'of the 'Thomas Lee Charity' Rind and the ,re- financi=ng of the 1932 Municipal
Improvement Bonds both wete referred to the City Attorney' for furthe -
investigation.
