Regular meeting of the. 'Council of the City of Petaluma called
to order by Mayor Woodson. ,.

Present.: Councilmen Brown, King., Myers., Seidell, and Mayor Woodson,.
Absent Councilmen Deiss.and Penry.
READING OF THE JOURNAL. -
The minutes of th'e last regular meeting of January 18th, 1943,

The Finance Committee submitted its report,, whereupon
Resolution #5483 C.,S,.
introduced by Councilman Kinp, seconded'by Councilman Brown, -directing
the Aiid t.or to draw -warrants .(,Nos,. .1671 to' 1777 inclusive) against the
various City Funds in payment.of claims allowed and approved by the
Finance .Corninttee, adopted, by 5 affirmative votes, 2 absentees.
PETITIONS AND COMMUNICATIONS
Communication ,,from Einar, .L. Matson'., former Police Officer,.
expressing -his appre,ciati.on.for a months salary 'in advance when he
was inducted -into the service, read and.placed on file..

Letter from .Dell R:. Cole asking for a year's leave of absence
from. the Police tepartment, read and filed,. and
Resolution {548.5 C..S.
introduced by.Councilman.King., zecorded by Councilman Dyers, granting
said Dehl..R-o Cole a leave of absence from his position as police officer,
fora period -of one year, adopted by 5 affirmative votes, 2 absentees.
The matter of granting further leaves of absences to employees
:cFrtieead:se:rces.- was discussed and it was decided that,
due to the fact that it is very difficult to replace them, that no
further'leaves would. be granted to employees of the City of Petaluma
to permit",, them. to accept more remunerat.iue';posi'ti'ons, and- tha-t�-.,leaves
will only be; granted ' to those employees.' entering the armed. service:-,
Western- Improvement Club complaint re well on Western Ave.,
near"FairSSt. being used for. commerical: purposes:
Cbmmunication fro' 'the Western Improvement Club, stating that a
lot on the south .side of Western Avenue,: approximately 200 feet west
of Fair Street; in theresidential district, has b een used for the.
comercil purpose of'furnishing water to the Cooperative Creamery
and -that -no one concerned in the use of said land for such purpose
has petitioned for a Variance.as provided by Ordinance No. 513 C.S.,
read and filed.
This; matter was brought up under the head of Neter Business and
Mr Bert Hewitt addressed the Council, stating that the water level
in wells -in the:--neighb.orhoo.d is being lowered as a result of. the
Operation of this well.
Mayor Woodson referred the entire matter to City Attorney`Karl
Brooks for investigation. and opinion as to whether or not the use
of this well constitutes a violation of the zoning ordinance.

Sale of 'Old boiler:
Res.olution #5484 C.S.
introduced` by Councilman: I,1yers, seconded ,;by Councilman Seide.il:; directing
the City Clerk to give notice of the sale at public auction of the, old
boiler located on the -City Yard on Wilson Street for the highest amount
bid therefor;; adopted by 5 affirmative votes,. 2 absentees.
.Ambulance service:
C.ounci:lman King reported the findings of the- Finance Committee
with,regard to taking over the ambulance service for the City -of
Petaluma, stating that the Committee had investigated prices of
ambulan,ces"'., the ways and, means of- operating an. ambulance service,,
etc,. and had` agreed that the; 'City' could undertake -succi a service-
with
ervicewitly the cooperation of- the 'Police and FiPe DOpar,*Vments. However,
that it" is -Possible -tlYat Mr. Marion Will contiftu&_.with the business
himsalf, if he can secure the services of a former employee who
may be rel -eased from the Army. 'The matter. was.. held -in abeyance,,
pending further- developments.
Councilman S6id:011 reported that work, Is 'progressing on. the
installation of a, gas heating system for the.- City __Qouftcil Chan.bers
and Rationirrg' Board rooms'.
Resolution 15486-C S
introduced "by C"OunC.ilman Brown,, seconded by Councilman Myers,
,expressing the sympathy of the members of the City Council .to
Councilman Penry in the loss of his Mother, adopted unanimously...
