Howling dog:
Petition signed by residents, in the neighborhood of B
and Hinman Streets,,, asking the Council to take steps to abate the
nuisance of a howling do'g. and filed. . The. matter was discuszed
by the Council and referred to the City Attorneiv to serve notice on
the owner of the dog to abate said nuisance. immediate y.

New Census° of Petaluma:
Mayor Woodson reported that under a new law, recently passed by
the aegislature" it " s possibl for cities 'who .believe. their 'census to be
incorrect to' have the 'same retaken: As much thei _re:venue received
from the State of` Cdl fornia is based upon. population batab fished by the
census and as- it is evident the' 1940' census for Petaluma is-:subm

Juvenile delinquency survey:
- It-was moved" by Councilman. Brown;, seconded by Councilman Penry
that a representative of` the State Youth Authority be invited to come to
Petaluma and make ,a survey of local conditions: with regard; to' juvenile
delinquency and to present re commendations ' to the City.. Council;. Motion
carried and so ordered and the 'City Attorney was instructed to communicate
with said State Agency and ask them to send' a representative to Petaluma.
Ci Dump
Sanitary Inspector Andrew Stein addressed the Council stating
that he had m ny c'omplaints about the garbage and „rubbish being colle
together and' that `both wet garb and rubbish is being. deposited on the
city dumps ands on the road and railroad tracks, thereby creating a very
unsanitary and unsightly condition, The matter was discussed and referred
to C'ouncilman Seidel:l "Chairman of* the Sanitation 'C'ommi:tt.ee _.'for investigatic
:an °d report. Ins connection Wi -th this ;matter,, 'Mayor Woodson. stated that
he had arranged with the; County Agricultural C'ommission.f.or poisoning the
, dumps.,. the - County to do the, work and th City to pay. the...:c.ost of the poison
used.
Councilman King reported that his attention. had been called to
the, 'condition of" the' sidewalk in front of the Nye Nisson and Diamond
Match Company plants on East'Washington Street. This..was referred to
the Superintendent of Streets for investigation.
Bypass for storm water into Petaluma River
.Councilman Penry and City Engineer. Gonzalez: reported' on - the
need of a by -pass at the foot of```B" Stre and also : at tfie..Sewage 'Treatment
'Plant to :diver• t the storm water during heavy rains.- Councilman Penry,
state that he had discussed this matter with.. Mr.. Harry '.Jenks, the designer
of the Sewage Plant, who'approved of -the plan., The City Engineer'was
instruc to prepare plans, specifications and estimates-of cost _at once
for said w.ork,e
Councilman Brown reported. that November, llth .has ,.. been set as the
date; for the opening of the Hospitality House and_ invited the members of
the. City Council. and City* Officers to attend - said opening.
C=ity Attorney Brooks reported that the Cityos demurrer in the
case of perry vs. The McNear Co. and the City of Petaluma had been
sustained..
