Regular meeting of the Council of the City of Petaluma called to
order by Mayor Sales.

Councilmen present: Farrell,. Mahn, Ingerson, Jessen., Riewerts, Van
Bebber and Mayor Sales.

The minutes of the-.last regular meeting of February 15th and the
Special. Meetings of February 17th and 20th were read and approved as
recorded
REPORTS OF. CITY OFFICERS :'
Thee monthly '`reports'of the Auditor, Treasurer, Wharf inger and Police
Judge were read and filed:.
The City Engineer submitted, estimate, plans and .specifications for -
the improvement of "E" S'tre.et., between 6th and 7th,Streets.. Filed and
Res,oluti.on #3260 C.S..
introduced by Councilman Farrell, seconded by Councilman Van Bebber,,
adopting and approving.the said plans, adopted by 7 affirmative votes.

The Buildings and Grounds Committee reported having_ taken steps for
the repair of the town clock tower and the'roof of the City Hall.

operations at the Rock Crusher reported in writing. Filed and on motion
by Councilman Van Bebber, seconded by Councilman Jessen, said report was
accepted and the committee held in abeyance.
The City Attorney reported on the Music Commission, stating that the
only solution would be to test the Charter provision by appropriating
a certain amount to pay for the band and have a citizen enjoin the-City
from paying the music claims, thus testing the legality of the Commission.
No action.
PETITIONS AND.. COI.UQII.CATI'ON&:
Notice of Special Meeting of the League of California IVlunicipali'ties
to be held in Fresno on March 6th, read and filed and in this connection
Councilman Jensen was appointed a delegate to attend said meeting.

Communication from the Pacific Telephone and Telegraph Company, inviting
the members of the City Council to visit the office of the telephone
company, read and filed, and on motion by Councilman Farrell, seconded by
Councilman Van Bebber, said invitation was accepted.
Application for rezoning from Must Hatch Incubator Company read
and filed and re,ferrad to the City Planning Commission.
NEW BUSINESS,:

until the next regular meeting.
The City Attorney submitted a. proposal from W. Howe, engineer of San
Francisco, and"Mr. McIntosh, to testify as experts in the application of
of water company for an . increase of rates, and to check-up on the
reports of the engineers on plant valuation,, etc. Taken under advisement.

On motion by Councilman Farrell, seconded by Councilman Riewerts,
the Council agreed to pay the insurance for the volunteer firemen out
of the General Fund.

Councilman Van Bebber, Chairman of the Fire Commissioners - , address-
ed the, Council requesting changes; in the present building ordinance to
allow rear ad ditions to buildings in the business section 'to be constructed
of tile. On motion by Councilman Jessen, seconded by Councilman Ingerson,
Commissioner Soberanes, Councilman Ingerson and the City Attorney were
appointed a committee to bring in an amendment to the ordinance at the
next regular meeting®
The matter of the establishment of the grade on West Street came
up and, was discussed at length•,'City Engineer Gonzales, stated that he was
unable to find any record of an established grade.
The matter of a sump ,hole on Copeland Street, between East "D"
and Washington.Streets was bfou.ght up and referred to the Board of Health.
