READING OF THE JOURNAL: The minutes of the last r. egular meeting of July 10th were read and approved as recorded. REPORTS OF CITY OFFICERS: The monthly reports of the City Wharfinger,` Police Judge, Auditor and Treasurer- were read and. fil.ed.. Tlie Clerk reported. the filing of .Affidavit of Publication re Notice Inviting Sealed for for .the Hopper Street Bridge, and Notice. Inviting Sealed Bids for -the seinrerin.g of Wilson Street and East Court of Baker `Subdivision #2. REPORTS OF STANDING 'COMMITTEES: The . Finance Committee ren fired its report of numerous claims against the City, whereupon Resolution #6322-C.S. introduced. by Councilman Van Bebber, seconded. by Gouncilrlan Jessen, directing the Auditor to draw warrants against the various City Funds in payment of claims allowed and. approved by the Finance Committee, adopted by 7 affirmative votes. 'The Street Committee reported. on the improvement of Copeland Street, recommending that steps be taken imme ately toward. the permanent improvement of said street from Washington to - where it iAters,ects with Bayliss Street. Report filed, and Resolution 1/3323 C.S. introduced by Councilman Ingerson, seconded by Councilman Riewerts., directing the City Engineer to :prepare plans and. specifications for the improvement of said street, adopted by - 7 affirmative votes Hill, Avenue: The City Attorney reported.asp to the legal status of I-I "ill Avenue, stating that it had been 'aba- ndoned as a street a-ome years ago.and the only manner in which it could b :e re- opened would be by obtaining conveyances from the property owners for street purposes, or, by condemnation proceedings. Arthur Claim: -The City Attorney reported r.e,gardi:ng the Arthur claim., recommen ing the acceptance of 'Mr. Arthur's offer of compromise and settlement, whereupon ; Resolution #3324 C.S,. introduced by Councilman Farrell, seconded by Councilman Van Bebber, accepting, said offer upon the proper appropria,ti,on oaf the necessary funds, adopted by 7 affirmative votes. NEW BUSINESS Wilson, f. and East Court - sewers :' This being the 'time set for opening bids for the sewering of Wilson Street and East Court, the Clerk reported having .received one bid anal. proceeded to open and read said bid .frog J,' :B,. Silva, Whereupon Resolution of Award /3326 C.S. introduced by Councilman Farrell., seconded by Councilman Van Bebber, awarding the contract for doing said work to J. B. Silva,-adopted by affirmative votes. Resolution #3327 C.S introduced by Councilman Van Bebber, seconded. by Councilman Farrell, approving and accepting the bond of the Pacific Telephone .and lelegraph. Company, adopted by 7 affirmative vote,s'. Lumber - Hopper. St.Bridge: This being the time set for opening bids for the furnishing of material for the Hopper Street Bridge, the Clerk reported three bids,i.e. Camm & Redges Company $479.00; IN. Dresbach. S. introduced by 'Councilman Farrell, seconded. by Councilman Van :Bebber, . approving and accepting t}:.e improvement of West Street., between Keokuk and 'Nalnut .Streets, adopted by 7 affirmative votes. East "D" 'St. Impv : This being the timd set for hearing protests against the improvement of East "D "Street, the Clerk reported a petition signed by property owners on.said street protesting against the work; also a letter of protest from John S,. Goodwin,. 'Filed. The matter was discussed at length and the hearing continued until the next.regular meeting -. The City Clerk was authorized to purchase s everal sets of forms of the 1925 P,4attoon Street Proceeding Act. On motion by' Councilman G.lahn, seconded by Councilian Van Bobber, the Chief of Police was directed to secure "No U -Turn" signs. The matter bf warning signs .,on ".D" Street, near the City Line, was referred t:o .the Street Committee with power to act. t The C -ity Engineer submitted a sketch of a proposed, safety zone across Tiain Street at "B ". On motion the matter was referred to the Street Superintendent., the Chairman of the Street Committee, the City Engineer and the Park Gormnissi.oners with power to act.
