Richard Coombs, Baywood LLC, said Petaluma may have the most daunting statutory requirements for development he has ever seen, and as his company has spent years and hundreds of thousands of dollars meeting those requirements, he requests that their projects that are very close to being deemed complete be "grandfathered in" at the current rates. Matthew Gray, land -use attorney representing Merlone Geier Partners, said the changes being contemplated by Council will exacerbate the already critical housing shortage here in Petaluma.
