ROLL CALL Councilmen present: Farrell, Glahn, Ingerson, Hessen, Riewerts, Van Bebber and Mayor Sales. READING OF THE JOURNAL: The m1nute-s of the last regular meeting of March 7th.were read and approved as recorded. REPORTS OF ;C,LTY OFFI :CIALS: The mon, y * report of the Pou.ndman was read and filed. REPORTS OF STANDING COT,TTIIITTEES: The Finance omm ee rendered it.s report of numerous claims against the City, whereupon Resolution #3414 C.,S. introduced by Councilman Van Bebber,; seconded by Councilman Glahn, direct - ing the Auditor to draw warrants against the various City Funds in payment of claims allowed and approved by the Finance Committee, adopted by 7 affirmative vote's. The Street Commnittee reporrted 7 adversely to the petition for a driveway permit at 154 Main Street and on motion by Councilman Van Bebber, seconded by Councilman- Jessen, the report of the Street Committee was accepted. Mayor Sales reported the appointment of a committee to work with County and State Officials toward the extermination of rats. PETITIONS AND . C'OM1 C'ATI -O : Communication from H. Christie, Mayor of Emeryville,asking that the City Council pass resolutions opposing Senate Bill No. 214 and Assembly Bill No. 20, known as the .Two Platoon. Bill was read and filed, and Resolution #3415 C.S. introduced by Councilman Van Bebber, seconded by,Councilman Jessen, oppos- ing said bills, was adopted by 7 affirmative votes. Communication from Sylva & Ellis asking for a five year lease on a strip of land in East Petaluma adjoining the city°s street oiling plant, read and filed. The City Attorney was authorized to prepare an ordinance for the leasing of said land. Application of Pellaois.co & Belsarch for permission to sell soft drinks at 316Western Avenue,, read and.filed, and Resolution #34-16 C.S. introduced by Councilman Jensen, seconded by Councilman- Glahh, granting said application, adopted by 7 affirmative votes. Application of C. H. Vallier for permission to connect with the City sewerat the northerly City line, read and filed, and Resolution #3411 C.S. introduced by Councilman Glahn, seconded.by Councilman Jes,s.en, granting said application, adopted by 7 affirmative votes. Opinion of the City Attorney regarding the liability of the city pertaining to a row of gum trees growing on the boundary line of Kenilworth Park and which are a detriment to walnut trees owned by Mr. Kresky, the adjoining property owner, read and filed and referred to the Park G ommission. Petition signed by 50 propert y owners ob ' J ectixo a to the proposed g street improvement project., read and filed. NE1 BUSI NESS orney.Phil Keller appeared in behalf of property owners pro- testing against the proposed.stres't improvement work and asked that the Council rescind its resolution recently passed in this respect. Mr. Keller was informed that this is not the time in which to protest and that when the 'proper time arrived everyone would be given an opportunity to be'heard. Oi n r -' ®' Mt•.Vi Sewer:: The City Engineer presented an estimate of the.cost of the proposed 12 for Mt. View Ave. The matter was discussed and upon the suggesti - that the'street be improved at the same time protest was_raised by property owners who stated that the cost would be too great at this time. The matter of forming a district for the sewer work was referred to the City Attorney to bring in a workable plan The City Engineer was - instructed to bring in a list of the persons living outside the City Limits who sewering in t;o,the City Sewers. Resolution X3418 C.. S. introduced by Councilman Farrell, seconded by Councilman Van Bebber, direct- ing the Clerk to file claim against the War Department for $91.45, being surplus of the Cityts contribution of $ for river improvement, adopted by 7 affirmative votes. Police Chief Flohr asked that new Handcuffs and stars -be furnished the members of the police force. He was directed to bring in prices and recommendations. ,Resolution- ¢3419 C . S introduced by Councilman Riewerts, seconded by Councilman Ingerson, accepting for public use and as a part of Oak Street a deed of conveyance from Gabriel Raney. and wife of a strip of land along the southerly line of Oak Street, between Ma naand Kentucky St reets, adopted by 7 affirmative votes. Councilman Ingerson reported that a 2-ton-dump truck is needed for use of the Street Department, whereupon the Street Committee was directed to bring in recommendations, prices.; etc. at the next regular meeting. Boulevard stop Chief Police`Flohr addressed the Council relative to making Main and 3rd Streets a boulevard, with intersections to be supplied with warning signs or buttons. The City Attorney was, directed to bring in an ordinance covering said matter. Councilman Farrell suggested that the four intersection button system.be tried out on Main & Washington Street intersection and on motion by C ouncilman Jessen, seconded by Councilman Farrell, the Chief of Police was empowered to purchase buttons. to be installed at said location.
